Iran's Foreign Minister Manouchehr Mottaki says 'those who promise change' will be judged based on what they deliver in reality.

"'Change' can be heard throughout the world… but the people will pass judgment based on the change in practice not change in promise," Mottaki said in a meeting with Brazil's Deputy Foreign Minister R. Noguera.

Mottaki was referring to US President Barack Obama's election campaign with the motto of 'change'.

"The situation in countries like Iraq and Afghanistan shows that the policies of foreign powers have taken them to a dead-end. And today they have realized that those policies need to be changed," he added.

"We believe that a new Middle East and a new World is emerging," he explained.

Noguera, for his part, pointed to the need for 'change' in US policy towards Tehran and said that as a regional power, Iran must be included in efforts to solve the problems of the Middle East.

The Iranian foreign minister started his two day visit to Brazil on Wednesday as part of a tour of Latin America.
