DALLAS — Racing to see his dying mother-in-law at a Plano hospital, an NFL player found himself delayed by a Dallas officer as her life ebbed away. It's a story that has sparked outrage across North Texas and generated interest around the country.

With his wife and another woman in the car, Ryan Moats — a running back for the Houston Texans — sped his car toward Baylor Regional Medical Center of Plano in the early morning hours of March 17. But when the Moats arrived at emergency room parking lot, they were stopped by Officer Robert Powell, who drew his service revolver on the concerned family members.

Dashcam video from the Dallas officer's patrol car captured the incident.

"Get in there," Officer Powell yelled out to Tamishia Moats, Ryan's wife, as she exited the car. "Let me see your hands. Get in there. Put your hands on the car."

"Excuse me; my mom is dying," Tamisha Moats replied.

She and the other woman ignored Officer Powell's commands and rushed inside the hospital to her dying mother as Ryan Moats and Officer Powell went back-and-forth over insurance paperwork the NFL player was unable to locate.

MOATS: "I've got seconds before she's gone, man."

POWELL: "Listen: If I can't verify you have insurance..."

MOATS: "My mother-in-law is dying!"

POWELL: "Listen to me."

MOATS: "Right now, you're wasting my time."

POWELL: "If you can't verify you have insurance, I'm going to tow your car. So, you either find it or I am going to tow the car."

As they argued, the officer got irritated.

POWELL: "Shut your mouth. Shut your mouth. You can either settle down and cooperate, or I can just take you to jail for running a red light."

The tape shows a nurse coming out of the hospital, pleading with Officer Powell to let Moats join his wife and her dying mother inside..

In a telephone interview, Moats said the clash with the officer was totally unexpected. "For him to not even be sympathetic at all, and basically we're dogs or something and we don't matter — it basically shocked me," he said.

No compassion was indicated in the police recording of the incident. "I can screw you over," Officer Powell said. "I would rather not do that. You obviously will dictate everything that happens; and right now, your attitude sucks."

The hospital twice sent nurses to try and get the officer to release Moats.

"We're blue-coding her for the third time," a nurse said on the police videotape.

A Plano police officer stopped to make a plea for the officer to let Moats go. "Hey, that's the nurse," the Plano officer said. "She says the mom is dying right now, and she wants to know if I can get him up there."

Finally, after a 20-minute delay, the officer ticketed Moats for running a red light.

By the time Moats made it up to the emergency room, his mother-in-law was dead.

"I went up after she passed and held her hand, but she was already gone," Moats said in a telephone interview.

Dallas police have apologized to the Moats family, dropped the ticket, and launched a review of the incident.

“When it came to our attention, we immediately called for an internal investigation to be done,” said police spokesman Lt. Andy Havey.

WFAA.com has received more than 400 comments about the incident since the story first aired on Channel 8 Wednesday night.

A real man would of said "fuck the car" and walked into the Hospital. These 'celebs' get so full of themselves. Think that they are going to be treated any different than the rest of us. Bad treatment is bad, regardless of whoever receives it. Are we supposed to give a fuck more cause this man runs round hugging other men on a field. Pathetic waste of all of our time.

This lack of empathy and 'humanity' for fellow human beings is yet another fine example of a psychopathic police officer on the loose. :rolleyes:

To think the 'policing system' allows for such types, THEN gives them weapons and the power to turn them loose on the unsuspecting is a disgrace! Thank goodness this out-of-control cop is being investigated before he did anything worse than prevent a man from being with a dying loved one.

Ummm... Ian, perhaps you missed this part?

The officer allowed the women to go, but it was more than likely the driver of the car the gun was pointed at by this stage.

Even a 'real' man would think twice before running from a maniac cop pointing a gun at him. That he DIDN'T run is likely why he is still alive to tell the story!

This brings a lump to my throat thinking of someone missing the last moments of a loved ones life and someone dying alone in a hospital.

This cop is gonna get one hell of a karmic lesson one day as a previous poster suggested.

So very sad.

I've watched the video. I didn't see any gun. I heard the office say unless you show me insurance I am going to tow the car. So let them tow the car and sort the problem out after. For the sake of a ticket... We only see so much of the incident. We didn't see what happened before. For all the guy knew, they had stolen the car adn were now doing a runner. However he let them go to the person dieing except for the driver, the forfeit of the car being towwed although wrong, would not of been much of a loss when compared to losing a loved one. And now my computer is playing up after watching the film.

Its incredible how often the worst specimens of humanity get onto the police force. You would hope there would be better screening for those jobs that entail life and death situations. My brother is a prison guard, a complete cretin and thug, embarassed to have come from the same gene pool. I know you need testesterone gutsy types to deal with the worst of society, but the salaries these guys make nowadays warrants being a little more selective. To think that this used to be the lowest paying steady job for immigrants coming to America.

Look - the cop see's a car that jumps a red light. He stops it and a bunch of black people get out and start wandering off then one well built man comes out and and starts saying, in a raise and agitated voice, that his mother in law is dying.

How many times do you think this and every other police officer in the world has stopped a car, only for its occupants to start walking off and mouthing off an excuse which at that point in time cant be verified? Billions of times, thats how much.

The only difference is in this instance is that a nurse came out and verified it and at that you can hear the cop being what I would consider to be reasonable.

The people to blame are not the cops but the thousands of people who get stopped on a daily basis and instead of being truthful, which would probably be better for them in the long run, they spin any old bullshit.

What do you think the copper should have done like? Said 'Your mother in law's dying? Ok I believe you..you just drive however the fuck you like then why dont you'.

What if the driver had gone through a red light and side swiped a car legitimately going through the junction and it had killed a baby in a car seat going home from the hospital at 3 am? EH? Naw course none of you see it from that point of view do you?

Hindsights a wondeful thing isnt it?

I used to like this site but some of you people piss me off with your absolute total lack of understanding of real world situations.

Police Officers hear millions of bullshit excuses in their careers. I did that job for 7 years and I got fed up to the back teeth of the bullshit people would spout.

Just because in this case his pleas happened to be true means jack shit. For every one person who is genuinely in a hurry there are a thousand other people who'll say anything to get themselves out of the shit. So the people to blame are all those who cant put their hands up and say 'yep..fair cop guv'.

You would'nt be saying that if he killed someone on the way would you?

Ah, get outta here! Once a cop, always a cop!

Have nothing to do with these people. Remember, they are there to keep us down. They are not on our side.

If you have a relative who is a cop....disown them.

Sure people have excuses, but somebody other than a programmed borg lacking human compassion would know the difference between an excuse and a legitimate reason. A quick look round at the distraught passengers faces in the car ought to have been enough to alert any normal human being to the situation at hand, at least enough to give the benefit of the doubt while parked outside a hospital ffs.:rolleyes:

A natural human response from that cop would have been to escort the distraught occupants inside the hospital to verify the information, and once verified, allow them to attend to their dying loved one and their grieving before whatever other action he may have deemed necessary after that.

Disagree totally. First off I never said 'my mother in law is dying' has been used as an excuse billions of times. I said coppers everywhere hear billions of excuses. Didn't you notice something about the video? It was shot in the dark. Could you tell what their expressions were, because I couldn't and you expect them to be fuckin mind readers as well? From what I heard one of them sounded pretty agitated - raised voice, shouting etc. I'm sorry but if that were me I'd be straight on my guard, not start acting like I was some tweed jacket wearing leftie agony aunt.

Programmed Borgs? Are you off your head - its their job for fucks sake. If they didn't do it they wouldn't be doing their jobs now would they?

Escort them inside to verify the situation? Look - if its an escort you want, call the fuckin social services. Furthermore -why the hell should he? For all he knows he's stopped a bunch of people who are on their way into an A&E department to settle a score with someone else waiting for treatment at reception. No dear.. you keep the situation contained and you stay close to your car- you don't go wandering off inside an unfamiliar building with a few people you don't know who you have just seen driving like a bunch of cunts.

Coppers lack human compassion because they have the unfortunate task of dealing nine times out of ten with human scum. People with attitudes and beliefs that you wouldn't believe and the other one tenth are people who are victims of this endless tide of human scum and guess what..they have to be calm and yet detached from the decent people and you know why? Because they'd suffer mental brake down and would not be able to do the jobs they are paid to do, and that includes stopping people for running red lights, even if some one is dying because people who run red lights can kill people.

Tell you what dear..when you have cradled a dying man in your arms who's died at the hands of another motorist because they ran a red light then you can comment and when you have heard more excuses than you have had hot dinners by people who have been caught red handed then you can comment, until then , zip it.
