Town councils have the right to control and manage their own water supply. Therefore they can take control of what is added to it. Freemen listed on the Rolls of a town are entitled to appoint 25% of the councillers.
A Freemen can be included on the Rolls as long as one of their Grandparents was a Freemen of the Rolls. There are a few other ways to become a Freemen of the Rolls. Such as nomination by the community I think.

It used to be down to the councils

They changed the rules so it is now in the hands of the NHS Strategic Health Authority

Pure water comes now only from a Steam Distiller. There is no pure water anywhere in the World, all has been polluted! Also any Earth water contains in-organic rock minerals which create localised constipation in the body thus disease. These are not assimilated by the body unlike organic minerals from plant conversion. This is why dinosaurs were found to have highly calcified tails etc. Apple Cyder Vinegar is good for helping remove these deposits by the way. -Craig Oxley
