TEL AVIV, June 28 (RIA Novosti) - Rape charges against outgoing Israeli President Moshe Katsav will be dropped by the country's authorities following a plea bargain to save him from imprisonment, the country's Haaretz newspaper said Thursday.

Attorney General Menachem Mazuz reached an agreement with Katsav's lawyers that the two counts of rape would be removed from the indictment. The president, whose role is largely ceremonial, has been on leave of absence since the charges were brought against him in January.

"Katsav is accused of having twice raped a former Tourism Ministry employee while serving as tourism minister, and of forcibly hugging her and touching her leg, which is classified as indecent behavior," the newspaper said.

"The indictment will include an indecent behavior charge, but Katsav will not be charged with using force - only with taking advantage of his position of authority, a lighter offense," Haaretz reported.

After Katsav gave up his duties, parliamentary speaker Dalia Itzik took over as acting president. Shimon Peres, a former prime minister, was elected president on June 13, and will be inaugurated on July 16.

The attorney general announced Thursday that Katsav had agreed to submit his resignation to the speaker later in the day as part of the plea bargain, and said the resignation would take effect two days after submission.

Haaretz quoted the attorney general as telling journalists that the outgoing president would "plead guilty to three charges," and "receive a suspended sentence and be ordered to pay compensation to the complainants."

Menachem Mazuz said he believed the deal was in the public interest.

"This agreement minimizes harm to the institution of the presidency. It was important to spare Israel from seeing a president on trial," he said.

The agreement will also "encourage victims of crimes of a sexual nature to come forward. Katsav will bear personal and public disgrace all his life," the attorney general added.

Moshe Katsav (Hebrew: משה קצב, originally Musā Qassāb Persian: موسی قصاب; born December 5, 1945) is the President of Israel. As of January 25, 2007, he was on a leave of absence from his presidential duties amid impending charges of crimes stemming from his alleged raping of female subordinates.

Katsav's term as president is scheduled end by law on 15 July 2007, but he has announced he will resign effective 1 July 2007 as the result of a plea agreement on rape charges. At the end of Katsav's full term (15 July 2007), Shimon Peres will become president. From 1 July 2007 to 15 July 2007, Knesset Speaker Dalia Itzik, currently Acting President, will be Interim Presdient.


2006 rape and sexual harassment charges.

In July 2006, allegations surfaced that Katsav had sexually harassed and raped up to 10 women. On 11 July, the Attorney General of Israel ordered an investigation.

On August 22, Katsav's house was raided by police who seized computers and documents. There were calls for him to resign or suspend himself from the presidency. This came only days after Justice Minister Haim Ramon's resignation after police investigation, also over alleged sexual harassment, had led to Ramon's indictment. Katsav was questioned on August 23 ("under warning") by police in connection with accusations of sexual harassment and corruption, including an accusation that he coerced a former female employee into having sex with him. On August 25, the IBA estimated that the police investigation could last months, so that by the time Attorney-General Menachem Mazuz is prepared to decide whether to indict, Katsav's term as president might be over.

The front page of Monday's edition of the Israeli newspaper Haaretz carried a photograph showing President Moshe Katsav staring intently ahead, lips pursed, his eyes darkened by shadow. To his left sits his wife, expressionless. To his right is Israeli Prime Minister Ehud Olmert, head bowed, looking at the ground, as if hoping not to be seen.

They are, the caption says, attending an event at the National Campus for Archaeology in Jerusalem. But they could just as well be reacting to the accompanying story, which reveals that Israeli police have recommended to the Attorney General's office that President Katsav be indicted on charges of rape, sexual harassment, fraud, obstruction of justice, and a raft of other crimes. If the Attorney General accepts the recommendation, Katsav could be charged with the most serious offenses ever leveled against a serving high-ranking Israeli politician. And it means Olmert, his administration already in turmoil, must now contend with the eruption of another in a series of scandals that — although this one is not of his making — together with the ongoing fallout of the Lebanon war are eroding public faith in Israeli leadership.

President Bush meets President Katsav in White House


President Moshe Katsav is calling upon the US administration to set a date for a cease-fire that will be part of a package that will allow Israel freedom to take action in the event that Arafat will continue to refuse to stop the violence. Katsav met with President George Bush junior yesterday in the White House, as part of his visit to the US which is planned over several days.

The proposal was made in coordination with Prime Minister Sharon and in an attempt to create an ultimatum for the Palestinians, leading to international support in case of tough Israeli reprisals.

Bush promised to discuss the proposal with his staff and said smilingly that it is possible that the fourth of July, Independence Day in the US, might be the most appropriate date.

In the course of the visit, President Katsav will visit in New York and in Los Angeles, dedicating the majority of his time to meetings with Jewish communities in the US.
