Venezuela opposed to U.S. missile shield in Europe - Chavez

MOSCOW, June 28 (RIA Novosti) - Venezuela supports Russia's opposition to the deployment of a U.S missile shield in Europe, President Hugo Chavez said Thursday.

"The U.S. is planning to deploy its missile shield in Europe, and Russia is against it," Chavez said during his current visit to Russia, adding that Venezuela is in agreement with Moscow on the issue.

The U.S. proposed in January deploying 10 interceptor missiles in Poland and a missile defense radar in the Czech Republic as part of a proposed missile shield designed to counter alleged threats from "rogue states" such as Iran and North Korea.

Russia, infuriated by the idea of a U.S. missile shield on the territories of its former ally states, has repeatedly condemned the plan, claiming that it could be a "destabilizing factor" and threaten Russia's national security. Moscow warned the West that "appropriate measures" would be taken in response.

"We support Russia [in its stance], we need Russia, which is becoming stronger day by day," he said, adding that Venezuela intended to continue cooperating closely with Moscow, including in the military sphere.

Russia has repeatedly stated that it would actively participate in the modernization of the Venezuelan armed forces until 2013.

In 2005-2006, Venezuela ordered weaponry from Russia worth $3.4 billion, including 24 Su-30MK2V Flanker fighters, Tor-M1 air defense missile systems, Mi-17B multi-role helicopters, Mi-35 Hind E attack helicopters and Mi-26 Halo heavy transport helicopters.

The country also purchased 100,000 AK-103 Kalashnikov assault rifles from Russia in 2005 and sent its fighter and helicopter pilots for training in Russia.

Russian business daily Kommersant said in June that during his visit to Russia, Hugo Chavez could finalize a deal to purchase Russian diesel submarines for the Venezuelan Navy. The contract reportedly is for the supply of five Project 636 Kilo-class diesel submarines and four state-of-the-art Project 677 Amur submarines.

The South American country has been vigorously pursuing the modernization of its armed forces to counter a possible U.S. blockade of its oil fields and to prepare for a direct military confrontation with Washington.

"If the United States attacks Venezuela, we are ready to die defending our sacred land," Chavez said Thursday.

He also said the world must change and adopt a multi-polar model of political development.

"If that does not happen, then humankind might disappear. We cannot allow that to happen. Either we defeat American imperialism, or imperialism defeats us," the Venezuelan president said.

NOVO OGARYOVO, June 28 (RIA Novosti) - Russian President Vladimir Putin hailed the opening of a Simon Bolivar cultural center in Moscow as he ushered Venezuelan leader Hugo Chavez into his dacha Thursday for talks expected to focus on economic and defense cooperation.

"This is a place where Russian citizens can better familiarize themselves with Latin America and its culture," Putin said as he opened the talks at his Novo Ogaryovo retreat, outside Moscow.

Earlier in the day, Chavez attended a ribbon-cutting ceremony for Moscow's Bolivar center, named after the South American revolutionary leader he says is his main inspiration.

Using his trademark anti-U.S. rhetoric, he stressed the importance of defying Washington's dominance of global affairs, including cultural.

"The empire must understand that it cannot dominate the world," Chavez said.

“People often ask me if Venezuela would buy submarines. Why not? I reply. We have half a million square kilometers of the sea, a huge area. So, would it be strange if we bought a submarine? This is nothing to worry about. You ask if it would have weapons? Certainly, it will,” the Venezuelan president said before going to Moscow.

MOSCOW, July 5 (RIA Novosti) - Russia and Venezuela are preparing a contract for the delivery of Russian-made diesel submarines to the Latin American country, the head of Russia's state-run arms exporter said Thursday.

"We are holding talks with Venezuela on the delivery of diesel submarines to the country, but a contract has not been signed," Sergei Chemezov said. "We will sign it [the contract] as soon as negotiations are completed."

Russian sources earlier reported that the two countries were negotiating a deal on the delivery of five Project 636 Kilo-class submarines, with the possible addition of four Project 637 Amur vessels.

Venezuela has been vigorously pursuing the modernization of its naval fleet and coastal defenses to counter a possible U.S. blockade of its oil fields and to prepare for direct military confrontation with Washington.

After his two-day visit to Russia last week, Venezuelan President Hugo Chavez said his country would continue close military-technical cooperation with Moscow and was considering the purchase of an undisclosed number of Russian-made submarines, transport planes and helicopters.

Russia has repeatedly stated that it would actively participate in the modernization of the Venezuelan armed forces until 2013.

Hugo Chavez steps up for American Indians and the poor

American Indian journalist Jodi Lee Rave of Lee Enterprise Newspapers was recently lambasted in a letter to the editor to a Rapid City, S.D., daily for having the temerity to laud the donation of funds for heating fuel for the very poor Indian nations of the Northern Plains.

The criticism was initiated by the fact that the donor was the Citgo Petroleum Corp. based in Houston and headed by the president of Venezuela, Hugo Chavez, the man reviled by many Americans for referring to President Bush on the floor of the United Nations as the “devil.”

How did it happen that the president of Venezuela reached out to help the poor and the indigenous people of the United States?

After two major hurricanes devastated the southern United States, a group of U.S. senators sent out a plea to the major oil companies to help low-income families with energy assistance. Most major oil companies were coming off scandalous profits because of the sharp rise in fuel costs. Only one company heeded the plea of the senators and that was Citgo.

Federal and state funding for low-income energy assistance programs has dropped dramatically in the last few years. A late winter blast in the Northern Plains hit at a time when most of the federal dollars for low-income energy assistance had run out. The late winter freeze left many indigenous people in dire straits. When it comes to a matter of surviving, Indians and other impoverished people reach out to any assistance available. Olympic fold medalist Billy Mills, an Oglala Lakota, used his non-profit Running Strong Foundation to raise energy funds for some low-income households, but even his generosity could not fill the need.

Many tribes in Montana and North and South Dakota were advised to attend a meeting in Polson, Mont., on Dec. 13, 2006, to listen and discuss how they could avail themselves of the money for heating assistance. Rafael Gomez, vice president of Citgo, and Brian O’Connor of the Citizens Energy Corp. of Boston attended the meeting. O’Connor’s non-profit organization administered the program last year and would be charged with administering the program for the Indian tribes.

Although major oil corporations like Exxon had reaped more profit last year than at any time in their history, they declined the invitation to lend a helping hand to the poor people of America. Hugo Chavez stepped in to fill the gap. What motives would prompt him to do this? Certainly it would not help him politically, at least not in America where one of this nation’s top religious figures, Pat Robertson, called for his assassination.

Some of the very poor Indian tribes like the Chippewa Cree of the Rocky Boy Reservation in Montana, the Cheyenne River and the Oglala Sioux Tribes in South Dakota needed the funds in order to keep their people from freezing to death and accepted the donation from Chavez willingly. Where was the rich casino owning tribes? Busy counting their money I would guess.

There is an old saying out here that goes, “You will know me better when you walk a mile in my moccasins.” Hugo Chavez is a member of an indigenous tribe in Venezuela. He has been called “Indio” and worse while growing up as the child of very poor parents. He has walked in the moccasins of the indigenous people

Russia to build 2 Kalashnikov factories in Venezuela by 2010

IZHEVSK (URALS), August 6 (RIA Novosti) - Russia will build two factories for production of the famous Kalashnikov assault rifle and ammunition in Venezuela by 2010, a Russian arms manufacturer said Monday.

The Urals-based Izhevsk Mechanical Plant (IMP) earlier fulfilled a contract to supply 100,000 AK-103 assault rifles to Venezuela, and signed a new contract licensing production of Kalashnikov rifles in the Latin American country.

"We will begin construction of two plants in Venezuela at the end of 2007," Vladimir Gorodetsky, the IMP general director told a news conference dedicated to the 60th anniversary of the famous small arms brand.

"One plant will manufacture AK-103 assault rifles and another plant will produce 7.62-mm ammunition for the rifle," the official said.

He said the contract, whose amount was not disclosed, specified construction of both plants at one site and the transfer of all related technologies and production licenses to Venezuela.

"It is an absolutely legitimate license on the production of small arms in Venezuela legally purchased by the country," Gorodetsky said, adding that the contract also envisioned training of personnel and after sales maintenance.

The IMP official said Russia and Venezuela are discussing details for a new agreement on the supply of other types of small arms, including the Dragunov sniper rifle, to the South American state led by outspoken Socialist leader, Hugo Chavez.

"Out goal is to re-equip the Venezuelan army with modern types of small arms, grenade launchers, and sniper rifles," he said.

Oil-rich Venezuela is a major purchaser of Russian weapons and hardware. In 2005-2006, Venezuela ordered weaponry from Russia worth $3.4 billion, including 24 Su-30MK2V Flanker fighters, Tor-M1 air defense missile systems, Mi-17B multi-role helicopters, Mi-35 Hind E attack helicopters and Mi-26 Halo heavy transport helicopters.

Setting out his plans for completing his socialist revolution in the oil-rich Latin American nation, he proposing radical constitutional reform which has at its centre indefinite re-election for himself.

In a rambling televised speech reminiscent of his close ally and friend Fidel Castro, Mr Chavez told the national assembly of 33 changes he plans to make to the constitution he introduced in 1999 which will cement his grip on power.

"We have broken the chains of the old, exploitative capitalist system," said Mr Chavez. "The state now has the obligation to build the model of a socialist economy."

The proposals will be debated by the 167-seat assembly, which is unlikely to be particularly heated or drawn out as it is 100 per cent "Chavista" after the opposition boycotted the 2005 elections. Once the assembly has rubber stamped the proposals, they will be put to a referendum.

In the new constitution Mr Chavez, 54, scraps the maximum presidential incumbency of two six-year terms, to instead permit seven-year terms with indefinite re-election.

"There are many lies circulating in the world, about a dictatorship in Venezuela, about a concentration of power in Venezuela," the president said, insisting that the new constitution realised "a transfer of power to the people".

Part of the "transfer of power" will divide Venezuela into federal districts, with power lying in the hands of "communal councils" allied with "worker co-operatives".

The opposition believes that mayors and governors will become impotent as central government will channel funding only to its appointed loyalists in federal positions.

A key strut of the new constitution will be a six-hour working day, which will hit Venezuela's already wobbly private sector, battered by expropriations, nationalisations, price fixing and currency controls - which have already affected British investment in the country.

The changes will make Venezuela yet more dependent on its oil sector, which thanks to high oil prices and some of the largest reserves outside the Middle East, ensures Mr Chavez is awash with "petrodollars".

The armed forces, which have already adopted the salute "Fatherland, socialism or death", will have their mission enshrined as being "patriotic and anti-imperialist" in their defence of Venezuela against the United States, which considers Mr Chavez a threat to its influence in the region.

As Mr Chavez's speech drew to a close he said: "I doubt there is any country on this planet with a democracy more alive than the one we enjoy in Venezuela today."
