A top Indian official claims that the Pakistani intelligence agency has close links with the perpetrators of the Mumbai terror attacks.

"The perpetrators planned, trained and launched their attacks from Pakistan, and the organizers were and remain clients and creations of the Inter-Services Intelligence," Indian Foreign Secretary Shivshankar Menon said in Paris.

This is the first time that the New Delhi government has directly blamed the deadly November attacks on the Pakistani intelligence agency.

Menon accused Islamabad of "prevarication" in investigating the attacks and bringing the perpetrators to justice, urging the international community to step up pressure on Pakistan.

"For instance, arms sales to Pakistan totally unrelated to the fight against terrorism or extremism are like whiskey to an alcoholic, a drug reinforcing an addiction, skewing the internal political balance, and making the consolidation of democracy more difficult," Menon said at a foreign affairs conference.

Washington, New Delhi, and London hold Lashkar-e-Taiba (LeT) -- a Pakistan-based militant group -- and the ISI responsible for the Mumbai attacks in which 179 people were killed, including nine militants.

Indian authorities have voiced their frustration at Islamabad's slow response in arresting and prosecuting the persons allegedly involved in the attacks. They say Pakistan must share the results of its investigations with India via diplomatic channels rather than making media announcements.

Islamabad has voiced outrage over New Delhi accusing Pakistani state agencies of involvement in the acts of terror as well as its repeated hints at a military option.
