Are the twin towers and pentagon obvious targets?

Hi people, I was watching a interview of a guy who is a fan and studies RPG game and he says that card game INWO- llluminati new world order, where it shows the twin towers and pentagon in flames was not a profecy like many sites speculate (like how could the author have known) because these places are obvius military targets, and so any country that would like to millitary attack USA would think in these targets. And, so I was thinking, if this is really true, is one more proof that the american government did this job, otherwise it shouldnt have happended, cause the mlitary would take more care.... what do you think?
