Good find! I'm googling this "6th Framework Programme".This speaks volumes about them (in the light of no apparent big exposures as of yet on the web).It sounds like a sub group working towards U.N Agenda 21:
"The 28-page Communiqué begins with an examination of the European Union's Transcontainer project, which is developing GM crops and trees for Europe that could be “biologically contained” through “reversible transgenic sterility.” The three-year project, which is part of the EU’s Sixth Framework Programme, supports the goal of “co-existence” – the controversial idea that GM crops and non-GM crops can peacefully co-exist – and it aims to promote public acceptance of GM crops".

A lot of fingers in many pies,it seems.Hey,thanks for making me aware of this.I'd never heard of them before:
"SIXTH FRAMEWORK PROGRAMME
Project no. 034924
Project acronym: VENUS
Project title: Virtual ExploratioN of Underwater Sites"
http://209.85.229.132/search?q=cache:HIaQTgwTBV4J:piccard.esil.univmed.f r/venus/deliverable/VENUS_Deliverable43_v10.pdf+6th+Framework+Programm e+exposed&hl=en&ct=clnk&cd=9&gl=uk&client=firefox-a
Then there's this,which I'll copy-pasta because it's from a site which,annoyingly makes you register just to access it (accessmylibrary.com):
RESEARCH: MEPS ADOPT CONTROVERSIAL REPORT ON SIXTH FRAMEWORK PROGRAMME.
Not all the views expressed by the rapporteur, G?rard Caudron (PES, France) were followed up. He wanted a small number of amendments in order to work out a friendly agreement with the Council, stressing that the Sixth Framework had to be adopted in June 2002, under the Spanish Presidency, in order to guarantees its introduction in January 2003.Mr Caudron urged his colleagues not to reopen the debate about ethical issues, suggesting that although the Council position was less clear it did not conflict with the Parliament's first-reading Opinion, given on November 14, 2001. His colleagues would not accept this but re-tabled, word for word, the first reading Opinion that in essence said that no EU funding should be granted under the Framework Programme for research activities dealing with human cloning for reproduction purposes, the creation of human embryos for research purposes, particularly somatic cell nuclear transfer, or research activities which sought to alter the human genetic heritage, when these modifications might assume a hereditary character. This amendment could well complicate negotiations with the Council, where several countries are resisting any concessions on this item. The Netherlands, Denmark, Sweden and Finland, backed by the Commission are resisting the demands by Austria and Germany (backed by Ireland) to re-open the compromise reached in the common position on this issue. The MEPs also reintroduced the "stairway to excellence" concept. The Council did not subscribe to this as eagerly as the Parliament had hoped. This instrument, which is designed to allow a gradual switch from the Fifth to the Sixth Framework, comes on top of new tools in the form of integration projects and networks of excellence. The MEPs also sought to boost health research to extend beyond genomics, saying the Council's position was not clear enough in this respect. As a result they say that not only genomic-related knowledge but also that derived from other fundamental research spheres should be reflected in applications likely to improve clinical practice and public health. The Parliamentary Committee wants an explicit reference to be made to Article 6 of the Amsterdam Treaty, as well as to the Conclusions adopted at the EU Summit in Gothenburg, concerning energy, transport and sustainable development. Other amendments in this context deal with the inclusion of sustainable development and reducing external environmental costs. As for food, the amendments apply to including research into health risks. The MEPs are also calling for:- a strengthening of the position of small and medium-sized enterprises (SMEs), including all smaller companies, whose involvement in all Sixth Framework areas has to be guaranteed- support for fundamental research- a budget line for research for the benefit of protecting cultural heritage.A debate on this vote is due to be held by Member States' Permanent Representatives to the EU (COREPER) on April 30 and May 2. In the run-up to a plenary session vote (during the May plenary session) a tripartite meeting of the Council, Parliament and the Commission is due to be held on May 7 ahead of the May 8 COREPER debate.
