Colin Powell Shapeshift?

I came across this thread on the above top secret forum. I rarely ever go on the forum honestly. I found it through an image search. Anyways I can't find the original video of the shapeshift online anywhere. I found these images taken from the video but that's it. Whether it's real or fake, I just want to see it to investigate myself. I don't jump on the "OMG ALL THESE PEOPLE ARE SHAPESHIFTING ON YOUTUBE" bandwagon. But I also don't dismiss all videos quickly. Can anyone help me find the videos? Here are the images:

It's a distortion due to the fact that he's moving and the camera can't keep up with it. There was a very good video on YouTube with Hilary Clinton showing this affect, but it seemed to have vanished. the rep CTs probably realised how crap the evidence was for it.
