I can do custom t-shirts but as your design is almost an all-over print and seems to have a slight translucent effect on the writing it looks like a job only possible via screen printing which isn't a technique I use and it can be rather costly if it's just for one shirt. I think you may have to simplify your design quite a bit if you don't want to be paying over £40 for a one-off shirt!

yeah the poster above is correct for a complexdesign like that:

the company whoever it may be will have to make ascreen for every single colour you want on the shirt ie: 3 colours as per the design you have here.

i am also in theprocess of getting some t-shirts done and i am justsearching and getting quotes at the moment.

heres a price list from a company called elderfieldstudios.co.uk

Screen printing - how does it work?
A screen is created for every colour of each print so an image is first separated
into its individual colour elements (usually using Photoshop). Once separated,
each colour element of the design is changed to black and printed out onto
separate sheets of film at actual print size.
Each screen comprises mesh stretched over a wooden or aluminium frame. The
mesh is coated with a UV-sensitive emulsion and left overnight in the dark to
dry.
The acetate is then taped to the front of a screen and the screen place facedown
onto a UV light box. The screen is then exposed to light for a short time.
Where the UV light hits the screen, the emulsion changes its composition and
crosslinks together. Where the design on the acetate prevents the UV light from
reaching the emulsion on the screen it does not crosslink. After exposure the
screen is washed and the non-exposed emulsion washes away, leaving a stencil
of the design behind.
The screens are attached to the arms of our printing carousel and garments are
attached to the platen boards underneath. A multicolour design requires multiple
screens (one for each colour) but, after careful registration, the different colour
prints from these screens should fit together perfectly to reproduce the original
design.
A squeegee is then used to press ink through the mesh stencil onto the fabric.
Prior to printing and after each colour the T-shirt must be heated under a flash
heater to permanently cure it to the fabric.
How to estimate the cost of printing your design.
If you follow the steps below, then using our price sheets you should be able to
estimate the cost of printing your design.
If you have more than one design you should treat each one as a separate job.
Usually the quote is separated into three parts:
Cost of screens
Cost of media (t-shirts / posters etc…)
Cost of printing
1 - Look at your design and decide how big you want the final print to be. This will
tell you what size screen your design will fit on to. Most designs fit a standard
size screen.
2 - How many colours does your design contain? Remember for each individual
colour we need to make a different screen therefore if your design has four
colours you will need 4 screens.
With our price sheet you will now be able to work out the cost of screens.
3 - Decide how many prints you would like to make, for instance you may want to
print your design on 50 black t-shirts.
From our price sheet you will now be able to calculate the cost of the blank tshirts.
4 - The cost of printing is dependent on the number of items being printed with
each design as well as the number of colours in each design.
For instance if you want to print a 4 colour design on to 50 black t-shirts, our
table will give you a price per garment.
Muliply the print cost by the number of items you want and now you will have the
price for printing.
