I'm pretty certain this was the well publicised hoax that took place a few years ago, over Avebury. It was part of a tv documentary that was supposed to show how easy it is to fool the public about UFOs. They spent months and tens of thousands of pounds creating this thing and it actually fooled few people who witnessed it. It looks convincing from a distance in the short clip, but most witnesses saw it for what it was - a very expensive, unconvincing, wobbly toy. The documentary didn't quite take that line tho - it preferred inaccurate propoganda.
