The Cold War has made a surprise return in the form of two Russian Bear bombers. The aircraft flew towards British airspace during an exercise off Scotland to snoop on Royal Navy warships.

RAF sources said yesterday that it was such a rare occurrence that two Tornado F3 air defence aircraft were scrambled to see the aircraft off.

During the Cold War, Soviet Bear and Bison bombers regularly flew close to British airspace to test out Britain’s defence systems. RAF aircraft had to scramble every week to force the pilots to turn away.

However, the habit had largely died out since the collapse of the Soviet Union and the fall of the Berlin Wall in 1989.

The two Bears were spotted on radar heading towards the Outer Hebrides during Exercise Neptune Warrior, which took place between April 22 and May 3.

The exercise involved multinational warships, submarines and aircraft and included live firing.

The Two Tornado F3s, on short-notice quick-reaction alert status at RAF Leuchars, in Fife, flew alongside the bombers until they turned away. The aircraft had flown from their base in Murmansk on the Kola Peninsula in the far north of Russia.

Squadron Leader Keith Wardlaw, a spokesman for the RAF, could not remember the last time such an encounter had taken place.

“The Russians obviously thought it might be worth coming through to have a look at what we were up to and probably take some photos,” Squadron Leader Wardlaw said.

He added: “It’s a throwback to the Cold War when they used to fly in regularly to poke and prod at the edges of British airspace and test our reaction times.”

He said that it was normal to let such aircraft “know we’re there by pulling up alongside them, and they left quietly”. The incident lasted about 20 minutes.

Paul Jackson, Editor of Jane’s All the World’s Aircraft, said that, although old, the aircraft were still effective.

“This aircraft dates back to the 1950s and although the air-frame might look dated it is still highly effective in terms of long-range maritime reconnaissance,” he said.

“They used to fly over the North Sea and the Greenland Gap daily during the Cold War, and while it’s rare today, it’s by no means a unique occurrence. It’s nice to know the Russians are out and about again.”

Mr Jackson said that the scrambling of the Tornadoes was nothing out of the ordinary. “The exercise was in international waters and the Russians have got just as much right to be there as we have. We do it to them, they do it to us. All the RAF are doing is telling them, ‘We could do this for real if we wanted to, so go and tell your mates back home’.”

From July, the Tornado role is to be taken over by the new Eurofighter/Typhoon. However, the arrival of Russian Bears is unlikely to be their most burdensome task.

These days, RAF personnel on scrambling duty spend most of their time on counter-terrorist missions, checking out commercial airliners approaching Britain in ways that arouse suspicion, either because they have taken the wrong flight path or because the pilot has not contacted ground control.

MOSCOW, July 12 (RIA Novosti) - The Russian Air Force said Thursday a group of four strategic missile aircraft achieved their objectives in a major Navy and Air Force exercise off Russia's Arctic coast.

"Four Tu-22M3 strategic missile aircraft made over 20 sorties, firing air-to-surface missiles and successfully hitting their targets in the Barents Sea," said Colonel Alexander Drobyshevsky, an Air Force spokesman.

He said the exercise involved only young pilots who had not earlier trained with live missiles.

The spokesman highlighted increasing NATO air surveillance activity in the area. "Right now, we see two to three Orions, or Atlantics, or RS-135s, every day where we have normally detected only one such [surveillance] plane," Drobyshevsky said.

The Defense Ministry told RIA Novosti that the exercise was ongoing, and said that information on Navy activities and broader results would be released soon.

The Tu-22M3 (NATO codename Backfire-C) is a strategic aircraft carrying one to three Kh-22M (NATO codename Kitchen) air-to-surface missiles with a range of up to 500 km (over 300 miles).

MOSCOW. (RIA Novosti political commentator Pyotr Romanov) - International diplomacy has never been a particularly sane creature, but today it has clearly become even more unbalanced.

President Putin has signed a decree suspending Russia's fulfillment of the Conventional Forces in Europe Treaty (CFE) and related international agreements. It will withdraw from the CFE 150 days after the signatory countries receive the official notifications, which are most likely already on their way.

The West immediately frowned and expressed its regret over Moscow's moves. The disappointment, I presume, was genuine - it is not too often in diplomatic practice that a group of countries can successfully pull the wool over the eyes of a treaty participant for decades. And when the deceived party finally sees the light, disappointment is natural.

But let us take a brief look back at the treaty's history. The Conventional Forces in Europe Treaty was signed in 1990 - a year before the breakup of the U.S.S.R. A modified version, taking into account new geopolitical realities, was inked in 1999 in Istanbul, but ratified only by Russia, Belarus, Kazakhstan and Ukraine. The Baltics did not join it. Georgia and Moldova refused to ratify it, demanding that Russian troops be pulled out under the Istanbul agreements, which were signed together with the agreement adapting the CFE.

This is the pretext under which NATO countries have been blocking the entry into force of the adapted treaty. Considering that Russian troops have already pulled out of Georgia as stipulated by the Istanbul agreements and Transdnestr only has the minimum force needed to keep peace in that area, the excuse rings hollow. On the other hand, the West has done whatever it pleased over these past decades: it bombed and dismembered Yugoslavia, brought American and NATO bases closer to the Russian borders (in spite of having promised never to do so), armed the Baltic countries (because they do not formally belong to the CFE), grossly violated the UN Charter (in Iraq) and is now proposing to place an American missile defense shield under Russia's nose. One need not be a political expert to get the sense that something is not quite right here.

Nor is this sad conclusion altered by the idea that the CFE is actually a Potemkin treaty, although Europe often loftily refers to it as "the cornerstone of European security." Sergei Karaganov, one of the leading Russian experts on Europe, said: "I think the treaty is destined for the ash heap of history. Well, good riddance." In the view of the deputy director for research of the Institute of Europe at the Russian Academy of Sciences, "We will now have our hands free...The concern they are showing is hypocritical. But everybody knows that the treaty was a non-starter and was used to take advantage of Russia's weakness in the 1990s."

Theoretically, the 150-day moratorium granted by Moscow enables Western politicians to review their policy, but there is little chance the treaty will be revived - politics all too often succumbs to inertia. So it looks like the world has forgotten all about the bright future it imagined was in store for it during the heady days of the last century; its optimism, it seems, has faded almost as fast as the millennial fireworks. The fact that the 21st century has failed to live up to the hopes pinned on it is clear. The new generation of politicians has not grown smarter. It is unwilling to take its partners' interests into account and incapable of learning from past mistakes.

What good has come for the European Union from a build-up in the number of European bureaucrats deciding the lives of Europeans? None. They were unable to take advantage of the opportunities offered by the break-up of the U.S.S.R. They did not want to welcome Moscow into the fold by breaking down the Iron Curtain and building in its place a bridge of trust. Instead, they strengthened NATO, gave Russia the unfair CFE Treaty, brought military equipment nearer to Russian borders, allowed American missile facilities to be installed in the Czech Republic and Poland, and so on.

Blinded by its own hubris, Europe missed the most important thing. Now, taking a closer look, it has suddenly discovered that it is facing not a helpless Yeltsin-era Russia, but a Russia of Putin, gathering strength and full of ambition. As a result of major foreign policy blunders, Europe is likely to face very real Russian nuclear missiles, armor and heavy artillery instead of tranquil eastern borders.

It could not have been otherwise. Moscow is within its rights to protect its security as it sees fit. Not because it wants to arm itself once again, but because Condoleezza Rice, Javier Solana and the rest of the American-European political comrades-in-arms have left Russia no other options.

Every world crisis, like every rock slide, is set in motion by a single stone. In the case of Europe, there are three potential stones: missile defense, Kosovo and the CFE. All it will take is for someone to touch just one of them.

Russia denies violating U.K. airspace

MOSCOW, July 18 (RIA Novosti) - Reports in the British media that two Russian strategic bombers violated U.K. airspace are untrue, an aide to the Russian Air Force commander said Wednesday.

British media reported earlier Wednesday that RAF fighters were scrambled to intercept Russian Tu-95 Bear bombers that had taken off from an airbase on the Kola Peninsula, in Russia's north, and were flying in the direction of the U.K.

"Reports that Russian bombers were flying towards British airspace are untrue. The long-range aircraft were on a scheduled mission over international waters," Col. Alexander Drobyshevsky quoted Col.-Gen. Alexander Zelin, Air Force commander, as saying.

Gen. Zelin dismissed as rubbish speculation to the effect that Russian bomber flights were linked to an ongoing diplomatic flap between the two countries.

"Bomber flights in international airspace are planned at least six months ahead, and we inform all countries concerned about them in advance," his aide quoted him as saying.

The U.K. decided to expel four Russian diplomats and suspend visa facilitation talks with Moscow after Russia refused to extradite Andrei Lugovoi, the U.K.'s key suspect in the Alexander Litvinenko murder case, citing Russia's Constitution that does not permit the extradition of Russian nationals.

Britain and Norway to watch Russian bombers approaching their air space

Fighter planes from Britain and Norway scrambled on Friday to keep watch on Russian bombers that were approaching the countries' air space, officials said.

The incidents occurred amid high tensions between Britain and Russia, as each country ordered the expulsion of four diplomats from the other side. There was no indication that the fighter plans were connected to the row.

Norwegian military spokesman Lt. Col. John Inge Oeglaend told The Associated Press said his country's F-16s were sent into action twice: once when two Russian Tu-95 bombers headed south along the Norwegian coast in international air space. They turned around above Aberdeen on Scotland's North Sea coast.

In the second, two Tu-160 bombers were spotted flying near Norwegian air space over the Barents Sea, he said.

Oeglaend characterized the incidents as routine and but said it was a "bit unusual that the first two bombers went so far south." Aberdeen's latitude is about 80 kilometers (50 miles) below the southern tip of Norway.

Russian Air Force spokesman Col. Alexander Drobyshevsky said British and Norwegian planes approaching bombers on training flights were a "normal occurrence."

A spokesman for Britain's Royal Air Force said he had no immediate information on the reports. British media earlier reported that RAF planes had approached Russian bombers on Tuesday as they headed toward British air space.

Britain on Monday ordered four diplomats to leave as punishment for Russia's refusal to extradite the man named by Britain as the chief suspect in last year's killing in London of ex-Russian security officer-turned-Kremlin critic Alexander Litvinenko.

Russia on Thursday ordered four British diplomats to leave in a reciprocal move.

That response appeared to indicate that neither side wished to escalate the tensions further. Russian President Vladimir Putin on Thursday expressed confidence the nations would overcome their differences.

As military posturing goes, it has all the echoes of a classic Cold War contretemps. High above the North Atlantic, an RAF fighter jet offers a none-too-gentle reminder to a Russian aircraft that it is fast approaching British airspace.

But this was not a manoeuvre of the 1960s; rather, it was an incident off the British coast last week — and the first sight of the RAF’s £67 million Eurofighter Typhoon on duty.

In a display of muscle-flexing on both sides, when two Russian Bear-H aircraft appeared on British horizons last Friday, two Typhoons, based at RAF Coningsby, Lincolnshire, were scrambled to identify and shadow the unannounced arrivals, which turned back before reaching UK airspace.

That was not before a photo was snatched — which the Ministry of Defence, doubtless keen to parade its new hardware, released last night to show the “Bear alert” in action.

Diplomatic tensions between London and Moscow — already stretched by the murder of Alexander Litvinenko — were given a further tweak as the Bear bombers headed towards Britain.

It was the first time that Russian bombers had threatened to penetrate British airspace since President Putin indicated, with no little chutzpah, that he had ordered his air force to resume long-range patrols around the world.

The arrival of the bombers over the North Atlantic forced the RAF to scramble its latest combat aircraft, the Typhoon, for the first time since becoming operational. The fighter jets were officially put on active standby last month, ready to protect Britain from hijacked airliners and other threats from the skies.

Last week President Putin said he was ending a 15-year suspension of bomber flights, and announced that 14 strategic aircraft had taken to the air from seven airfields across Russia. The tough new stance was illustrated somewhat graphically by pictures of Mr Putin fishing topless that had been released during the week.

There was irritation in the West: the announcement seemed to reflect President Putin’s growing antipathy towards his Western partners and his determination to show the world that Moscow was once again a power with which to be reckoned.

Yesterday he amplified that message, pledging to boost Russia’s armed forces and revive its once mighty military aircraft industry. “Russia has a very important goal, which is to retain leadership in the production of military equipment,” Mr Putin declared at an airshow, the biggest display of Russian air power since the collapse of the Soviet Union.

The Russians started sending long-range bombers towards British airspace this year to snoop on a maritime exercise, recalling the Cold War days when Soviet strategic aircraft regularly tested Britain’s air defence responses.

A dozen Eurofighter Typhoon aircraft of 3 (Fighter) Squadron are now on round-the-clock active duty at RAF Coningsby. The Typhoon, replacing the RAF’s ageing fleet of Tornado F3 jets, will be at constant readiness to intercept any aircraft thought to be a threat, specifically a September 11-style terrorist attack. Two Typhoons will be poised 24 hours a day as the designated Quick Reaction Alert force for southern Britain.

Tornado F3 jets based at RAF Leuchars, near St Andrews, Fife, will share the same role over the northern UK airspace for five to six months yet before they, too, are replaced.

Britain has ordered 144 Typhoons, which can reach Mach 2.0 (twice the speed of sound — about 1,500mph) and can accelerate from standing to take-off in less than seven seconds.

The U.S. announced plans in January to deploy interceptor missiles in Poland and a missile defense radar in the Czech Republic as part of its missile shield aimed at countering possible threats from "rogue states" such as Iran and North Korea.

Speaking with NATO Secretary General Jaap de Hoop Scheffer at his ranch in Crawford, Texas, Bush reiterated that the defense shield in Europe is not directed against Russia, but against countries which could affect stability and peace in Europe, and said he would continue to reach out to Russia to explain Washington's motives.

Moscow has repeatedly condemned the plan, claiming that it could be a "destabilizing factor" and could threaten Russia's national security, and warned that "appropriate measures" would be taken in response.

June 4 (Bloomberg) -- The U.S. case for a missile defense shield to protect Europe from Iran is the ``joke of the year'' because Iranian weapons cannot reach the continent, said Ali Larijani, the country's chief nuclear negotiator.

Iran has no intention of attacking its most important commercial partner, the official Islamic Republic News Agency cited Larijani as saying yesterday.
``Iranian missiles do not reach Europe'' and it's hard to believe U.S. authorities don't know that, Larijani said, according to the report.

The U.S. plans to base interceptor missiles in Poland and a radar station in the Czech Republic as part of a system it says is necessary to defend against long-range missile attacks from countries such as Iran. Russia opposes the planned shield, saying it will threaten Russian security.
The issue has strained U.S.-Russian relations and last week the government in Moscow said it successfully tested a weapon it claimed was immune to all defense shields.

Russian President Vladimir Putin said last week the planned shield risked turning Europe into a ``powder keg.'' He dismissed American concerns that Iran could threaten the U.S. and Europe. Iranian missiles now have a maximum range of 1,100 miles (1,700 kilometers) and by 2012 they may have missiles with a range of 1,500 miles, too short to justify a missile shield, Putin said.

The U.S. and Iran severed diplomatic ties in 1979 after the taking of hostages at the U.S. embassy in the Iranian capital, Tehran. The U.S. is leading international efforts to increase sanctions on Iran over its nuclear program. The Bush administration is also demanding Iran stop arming Shiite militias in neighboring Iraq.

The UK's Royal Air Force has launched fighter jets to intercept eight Russian military planes flying in airspace patrolled by Nato, UK officials say.
Four RAF F3 Tornado aircraft were scrambled in response to the Russian action, the UK's defence ministry said.

The Russian planes - long-range bombers - had earlier been followed by Norwegian F16 jets.

Russia recently revived a Cold War-era practice of flying bombers on long-range patrols.

In a statement the MoD said the eight Russian Tupolev Tu-95 Bear aircraft, flying in loose formation of four pairs, were initially intercepted by the Norwegian air force.

MOSCOW, September 17 (RIA Novosti) - Russian strategic bombers will conduct a series of long-range training flights, with aerial refueling during the exercises, scheduled for September 18-21, an Air Force spokesman said Monday.

"During the exercise on September 18-21, Russian strategic bombers Tu-160, Tu-95 and Tu-22M3, and Il-78 aerial tankers will conduct long-duration daytime and night flights with mid-air refueling," Colonel Alexander Drobyshevsky said.

Major-General Pavel Androsov, the commander of the Russian Air Force's strategic aviation, will supervise the exercise.

Moscow announced in mid-August that routine flights by strategic bombers had been resumed, and would continue on a permanent basis, with patrol areas including commercial shipping and economic production zones.

According to various sources, the Russian Air Force currently deploys 141 Tu-22M3 bombers, 40 Tu-95MS bombers, and 14 Tu-160 planes.
