It's been about for years now commonly known as Echelon (spy system) with collusion of the US UK Australia Canada other EEC countries. The US has been accused of using it for espionage (I would imagine most do) and other uses but they just want to 'legalise' it..even the Big Bro Corp reported on it 2000....having first denied it's existance...
