Maybe they are looking to see how much their tampering through vaccines, food and spraying have done to the general publics DNA. Also there is the whole ET DNA thing as well. Then there's the simple control issue as well. Do they really need the microchip with elf?

They like to play at God, altering personalities, physical attributes, intelligence etc. By adding or subtracting certain programmes into genes thus altering the genetic coding and the outcome exactley how they want to. bit like programming or reprogramming a computer for a specific task.

They can match up two parents to have kids with the same qualities of the parents.
