It's from the saying 'Only eat oysters when there's an "r" in the month' and refers to the months between September and April, i.e. the colder months, because in the days before refrigeration and importation, it was only safe to eat oysters when it was cold, as they go off too quickly in the warmer months and can cause fatal food poisoning.
The phrase is also sometimes used frivolously or jokingly to refer to something one does only occasionally.
