HUMMER four-wheel-drives will patrol Melbourne's entertainment areas after a major police operation last weekend dubbed "reclaim the streets" failed to quell a spate of vicious brawls, including the fatal bashing of a nightclub patron.

Matthew McEvoy, 24, of Cranbourne, died in hospital after being punched and kicked in the head by two men in the smoking area of QBH nightclub at Southbank early on Sunday morning.

The weekend taskforce, which included an additional 70 officers, was unable to cope with a wave of violence, while the ambulance service struggled to respond to several sickening injuries.

A fight involving more than 40 young men outside Festival Hall left several in hospital, while 20 men fought with baseball bats and golf clubs in Swanston Street. A man from Kealba had his jugular severed when he was slashed with a glass at The Loft nightclub in Lonsdale Street.

At about 4am on Sunday morning, a D24 emergency radio operator said it was "mayhem" on Melbourne's streets.

Assistant Commissioner Gary Jamieson announced yesterday that police would soon take delivery of five Hummers on loan, which would be used to raise the police profile around the CBD.

He said police were considering a "drunk tank", possibly at the City Square, where people could be looked after until they were capable of going home.

Mr Jamieson urged the public to support efforts to tackle the problem, including the State Government's trial 2am lockout, and said the problem could get worse over summer.

The Association of Liquor Licensees Melbourne vice-president, Andrew Sumpter, scoffed at the Hummer plan, calling it a "ridiculous stunt".

"Instead of wasting money on Hummers, the Government should be putting 100 extra police officers on our streets. It's time we sent a clear message to inebriated and aggressive people that they will be locked up and they will be fined, if they step out of line," Mr Sumpter said. Continued...

WESTERN Australia's political parties have clashed on the contentious issue of genetically modified crops, with Labor promising to continue the state's ban if it wins the September 6 election, while the Liberals vow to go the other way.
Earlier this year, Victoria and NSW joined Queensland in lifting bans on GM canola, but Western Australia and South Australia pledged to remain GM-free.
Premier Alan Carpenter yesterday said he would not accept any move to grow commercial GM crops in WA while there was any doubt about its safety.
"I don't believe you should take any risk with food," he said. "Why put people's health potentially at risk?"
But the Liberals said the ban was denying farmers access to new technologies used internationally. Campaigning in the rural electorate of Moore, north of Perth, Liberal leader Colin Barnett promised to fast-track the planting of GM cotton in the Kimberley's massive Ord river agricultural project and also to trial GM canola if the Liberals won government.
Mr Barnett said he would proceed cautiously, but the present system risked making farmers less competitive.
"It's a big issue for farmers, even a debating point, but GM is now used widely internationally," he said.
"If we don't allow it, we will deny farmers the opportunity to keep up with international trends."
Opposition agriculture spokesman Gary Snook said food security was emerging as one of the most important world issues, and northern agricultural regions had the potential to play a vital role
in providing high-quality food and commodities to meet local and international demand if the issue were properly handled by government.
A nationwide ban on the commercial release of GM canola expired in April.
In June, scientist Gustav Nossal called for a new research effort into GM crops. Professor Nossal said GM organisms had a big role to play in Third World health because better crops could ease protein malnutrition.
He admitted it could take 20 years to change public opinion about GM crops.
Mr Carpenter said Western Australia should not give up the "tremendous advantage" it had in maintaining its GM-free status.
"Europeans don't want GM foods," he said. "We have got a prime position.
"When the Canadians went GM, they lost the European markets and they lost the premium into Japan. We don't need to do that.
"We can maintain GM-free status and gain the advantages that flow from it.
"If it ends up being just Western Australia, good."

Bottled water set to get some teeth

TOOTH-protecting fluoride could be added to Australian bottled water within 12 months.
The national food regulator will consider overturning a ban on mineral additives after this week releasing an "assessment report" on the controversial proposal.
The Australian Beverages Council has asked Food Standards Australia for permission to add fluoride to bottled water and water coolers.
If allowed, manufacturers could offer consumers a choice between fluoridated and non-fluoridated water.
Fluoride has been added to Melbourne's tap water for more than 30 years, which the Australian Dental Association credits with a steady decrease in tooth decay.
However, the popularity of bottled water - Australians spent more than $627 million drinking it last year - has since been blamed for a reversal of this trend.
Tony Gentile, executive director of the Australian Bottled Water Institute, said it was about offering alternatives.
"There is a huge area of regional Australia that doesn't have access to fluoridated water, and we want to give people the option.
"For every (manufacturer) who advertises the fact their water has fluoride, I'm sure there will be another advertising that their bottles don't," he said.
Anti-fluoridation groups have thrown their support behind the plan, claiming it could stop campaigns to fluoridate tap water.

Philip Robertson from Water Quality Australia, which protests against tap fluoridation, supports the proposal.
"We have got no problem at all with fluoridated bottled water because it allows people an option," he said.
Public submissions on the bottled water proposal are open until April 30.

A politician in her position is higher ranking than a TV exec. She knows exactly what she is wearing, i have seen her wearing this before and not just on TV. Todays politicians are puppets for the agenda, they are fully aware of what they are doing. Someone who is not aware of how things have to work cant be a high level politician these days, or they end up like Pauline Hanson (in jail) or worse, the Kennedys. Even in little old Australia.

EXCLUSIVE: ARMED police will flood Melbourne's trains and trams in a public safety blitz.
At least $30 million will be spent on extra uniformed and undercover police after complaints that too many stations are unmanned and not enough is done to deal with high crime rates.
Police will decide where the 50 extra officers will go but troubled lines such as Hurstbridge, Frankston, Pakenham and Lilydale are certain to be included.
The extra transit police will be armed with guns and capsicum spray.
The Herald Sun believes the crackdown will be part of the Victorian transport plan, to be unveiled this month, and has solid backing from Premier John Brumby.
The Premier travelled on the train system to experience first-hand the challenges facing commuters.
The extra numbers will swell transit police ranks to 250.
There will also be a dramatic increase in the use of closed-circuit TV and improved lighting, as well as longer staffing of stations. By the middle of next year, all CCTV cameras will be upgraded to digital and dozens of stations will be staffed from first train to last.
Police are expected to use the improved CCTV on Friday and Saturday nights, when revellers flood the city and alcohol-related offences soar.
But the crimes are not linked just to violence.
The Herald Sun revealed recently that transit crime was double that in NSW – 9559 incidents to 4766.
Public Transport Minister Lynne Kosky has signed off on the increased numbers as part of the multi-billion dollar transport package.
The transport plan will be one of dozens detailed by the Government with up to $20 billion worth of projects likely to be unveiled.
Key projects being considered include an east-west tunnel from Hoddle St, linking the Eastern Freeway with CityLink.

I will be as brief and concise as possible.

Australians are at this very moment being subjected to the greatest con in the history of this country!
Greater even than the infamous Port Arthur con, where they took our guns away from us.

I am speaking about the Great Australian Water-Con, where the evil, neo-conservative
Federal Government is in the process as I write, of undertaking a devious and deceitful plan take our
water away from us.
That’s right, our water! Moreover, the socialist State Governments are (surprise, surprise!) going
along with this plan, whilst pretending, in some cases, to oppose it!

Now in order to grasp and understand just exactly when and how this Great Australian Water-Con
has been, and is being structured, and how it has been, and is being engineered, it is necessary to go
back a couple of decades or so, back into the 1970’s.
(Remember, these neo-con Illuminati globalists think and plan very long-term.
A decade is nothing to them.
This is the technique of the Fabians,
that of (as former prime minister and Fabian Bob Hawke gloating referred to it)
“the inevitability of gradualism.”

Let us then go back then, to the 1970’s, and pick up and put the pieces together, so that we get a very
clear picture of what has gone on, and what is still going on as we write, and how we in Australia are
being set up, and used as a testing ground, or “laboratory” for the globalisation programme of the
neo-cons of the New World Order.

Now this testing ground, or laboratory, consists of many facets, not just water.
It includes complete takeover of all primary production, as well as secondary industries.
We will concentrate only on water. If they can control water, they can control almost all of the people,
and primary industry.

Many people may not be aware that as far back as December 1977, over 60 countries
(including the USA) in an international meeting, signed off on an agreement, forbidding the use of
weather modification as weapons of war!
(Interestingly, nothing was mentioned about other uses, such as drought, to force a takeover of all
water in such countries, as Australia, and others!)
Moreover, the USA managed to get their *HAARP* programme out of the agreement and make
it exempt (more later.).

Now, why would these countries even bother to bring such a subject up, much less draw up an
agreement, and sign off on it, if such technology was not already a reality?
Moreover, the elite in each country was aware that it existed.
Otherwise no-one would have even spoke about it, let alone draw up an
agreement and signing off on it!

This technology is already up and running, and has been for some 40 years!
It just hasn't been made public!

One of the more known of these centres of technology is that of the *HAARP* programme,
based at Gakona, in Alaska. The *HAARP* unit, along with several other smaller ones, one in Russia,
several in Europe, and one in Scandinavia, have been operating for over 35 years.

Although the HAARP transmitter has many uses, weather and climate control is a very important one
and Australia is doubtless being used as a testing ground for such climate and weather control, and has
been for some ten years or more. Hence the drought over much of Australia.
The really strong weather effects in the tropics, such as cyclones, etc., are strong enough to overcome
any effect of *HAARP* but the effect can be, and is being felt, in many other, particularly drier parts of
the country, where the weather is much more delicate, and only a relatively small change in the upper
atmosphere will have a significant effect on the climate, and the weather, causing severe drought.

The secretive globalist elite here in Australia are all aware of this and are, deviously and deceitfully
using it to their advantage, in order to take over our water supply, as part of the programme for the
New World Order, as you will see. You will remember that only some months ago,
John Winston Howard got off the plane from the USA, and announced on television that the
Snowy River scheme would be privatised. When some expressed concern, he emphasised,
it's a done deal!.

It was only when a group of us managed to activate opposition all over Australia to such a scheme,
that he - again deviously - backed off, and has gone quiet on the subject - for now.
Make no mistake, the subject will be brought up again in a few years.

Now you will realise why people like John Winston Howard, et al, keep repeating phrases like
Climate change is here to stay, to frighten us into signing off on transferring water control to the
federal government, who in turn will transfer ownership and of course, with it, control, to privatisation
read corporatisation, that means, they will later hand it over to international banks and corporations,
all as part and parcel of their plans of the New World Order. John Winston Howard is of course,
a self-confessed globalist, and is up to his ears in this plan.
This climate and weather change is deliberate, and man-made.

Enter Malcolm Turnbull. A Sydney Rhodes scholar, lawyer, multi-millionaire, arch-republican, and
utterly ruthless merchant banker for for the international Jewish bankers Goldman Sachs in Australia,
Malcolm Turnbull, much to the chagrin a large number of of his fellow liberals of long standing in his
federal electorate in Sydney, in c1993-4, stacked his electorate with hundreds of new members,
won the plebiscite, removed the sitting liberal member, and won the seat for the liberal party at the last
federal election scam.

Now why would a multi-millionaire, with a position as manager for an international bank in Australia,
plus his own merchant bank, give up his position, to take up a position as an insignificant, novice,
back-bencher in Canberra? Out of the goodness of his heart perhaps?
Those who know Malcolm Turnbull know very well that that is not the case.

He no sooner took up his seat in Canberra, than Howard made him secretary for water, then more
recently catapulted him to the position of Minister for the Environment, including of course, water.
This was, and is, of course, all part of the Howard, Turnbull, globalist neo-con New World Order plan.

The scene is now set. Malcolm Turnbull, as part of the conspiracy - for that is what it is - dons his
akubra (probably the first time he has worn one in his life), goes out into the country with the
TV cameras, and gets his photo taken alongside an irrigation channel, and tells us that the
federal government must take over the Murray-Darling system.
This is a prelude to taking over all of the water throughout Australia.

The shame is the sheeple parents do not know about the NWO...or don't want to know. Instead, they are engrossed in sports, TV, celebrity, recreational shopping and misdirection.

These irresponsible parents will hand over their children. They will way as their precious babies put their little hands into the sweaty palm of these NWO killers who will turn and smile with a dark grin as they walk of with innocent children.

Security and Australia's involvement in the world

Australians have always felt uncertain about their place in the world. As a transplanted, predominantly European, society situated within Asia, Australians have always felt a sense of threat from the north. Profound differences with the nations of East Asia exist in nearly every respect: race, history, culture, social structure and population density. Within this region, Australia is truly an oddity. It should be no surprise, therefore, that security issues have always dominated Australian foreign policy. Separated by vast distances from other rich, English-speaking, and predominantly white, nations such as Britain, the US, and Canada, Australians feel an acute sense of isolation in this region, like a 'continent adrift'[1], or a mere 'province of the English-speaking world'.[2]

An Australia highly threatened and highly desired, militarily defenceless and driven into alliances with 'great and powerful' friends, has been the underpinning of Australian foreign policy from the 19th century to the 1970's.[3] However it has been suggested that this attitude is more one of perception that reality, as apart from the Japanese challenge which grazed several small towns on the north coast of the country more than 50 years ago, Australia has never experienced military attack.[4] Leaver (1997) postulates that Australian security is not so much threatened from any specific enemy, but rather from the possibility that known and understood arrangements with existing allies would break down.[5]

It is indeed security issues that have determined Australia's active role in the UN, within East Asia, and with the United States; however, for more than a decade it has been security defined broadly, and not military security issues alone.

What is security?

Within the Australian context 'security' has meant the territorial integrity of the Australian landmass from military threat from the north, and the maintenance of stability in neighbour states.

In realist discussions of international relations 'security' and 'military security' are regarded as almost synonymous.[6] However concepts of security, especially since the end of the Cold War, have now broadened to encompass a much broader agenda, to include among other things, issues such as the environment, economic and cultural globalisation, and human rights.[7] These non-military issues demand a multilateral approach utilising international organisations, such as the UN, WTO, the World Bank and IMF, Amnesty International, just to name a few, and international agreements, such as the International Covenant on Civil and Political Rights and the Framework Convention for Climate Change. The realist approach, with its emphasis on alliances and military power, does not provide a complete perspective for the needs of the 21st century[8] and new perspectives must take into account a much broader range of issues that affect international security, and not simply geopolitical strategic issues by themselves.

Narrow focus on 'national security' can tend to obscure other dimensions of foreign policy. Horner (1997) contends that focus on non-military issues such as disarmament, trade, environment, immigration, and reform of the UN have done more to enhance Australia's security than specific defence policies.[9] If, as former Foreign Minister Gareth Evans contended in December 1989, the first duty of the Australian government is the 'protection of our physical integrity ... from armed attack', then the way to achieve this is not merely though military strategy alone, but by addressing the issues which lead to conflict.[10] Evan's went on to cite the main priorities for Australian foreign policy which consisted of: pursing trade, investment and economic co-operation; contributing to global security and to the cause of 'good international citizenship'; and, maintaining a positive security and strategic environment.[11]

Australia and the American Alliance

For all the changes that have occurred within Australia and the world for the past half-century since the signing of the ANZUS treaty in 1951, the American military alliance and the Western strategic community remain the 'essential pillars' of Australian foreign policy.[12] Any changes that have occurred within the expression of Australian foreign policy over the years since 1951 have essentially been at the margins; the central tenant has remained unchallenged to this day.

When New Zealand effectively took itself out of ANZUS in 1984 the alliance was deprived of some crucial consonants, thus nowadays the term 'alliance' or 'American alliance'' is used rather than 'ANZUS alliance'. In fact the American alliance relationship consists of more than just the ANZUS treaty; it is a long-standing wider pattern of military co-operation of which only some elements have been formalised in treaties and agreements.[13]

The overall Australia-US relationship has never been completely smooth. Trade disputes in particular have frequently intervened to threaten the relationship. Despite this no Australian government has (openly at least) used the security relationship as a 'bargaining chip' to gain leverage in these disputes. This perhaps demonstrates the high level of importance Australian governments give to this relationship despite these occasionally bitter disagreements about US trade policy and its impact on the Australian economy.

What has changed in the relationship since the formal alliance was entered into more than 50 years ago has been Australia's posture in relation to its own defence. Up until the mid-70's the concept of 'forward defence' dominated the defence outlook of Australian policy makers. Taking the view that Australia, with its low population density and long coasts, was basically 'indefensible', forward defence meant the deployment of forces across the approaches to Australia in order prevent an enemy ever reaching Australia.[14] In 1955 PM Menzies declared that Australia should be defended 'as far from our own shores as possible'.[15] This concept was compatible with the pre-existing Australian concept of achieving security through alliances. All forward deployment of Australian forces have been done within the context of an alliance with either the US or Britain.

Forward defence within the American alliance has meant that Australia has frequently had to involve itself in disputes far from our shores in order to support US political objectives, Korea and Vietnam being examples. This involvement and support has been given with the open purpose of paying an 'insurance premium' to the US to guarantee military support should Australia ever face threat. This has meant that the structure of Australian defence forces, their hardware and protocols, need to be compatible with that of the senior ally, in order to maximise interoperability. Defence and foreign policy too, needed to be subordinated to a great degree. On the positive side the policy of forward defence was relatively cheap in that Australia did not have to maintain large armed forces.[16]

The enunciation of the Guam Doctrine by President Nixon in 1969, and the outcome of the Vietnam War in 1975, forced a rethink concerning the policy of forward defence.[17] In November 1976 a new approach to Australia's defence was articulated in a government White Paper, which argued that Australia should be more self-reliant and focus more attention on the regions adjacent to Australia.[18] 'Self-reliance' did not, however, mean any significant diminution of Australia's commitment to the American alliance, but rather that Australia's independent capacity would be enhanced by US support.[19] It was, however, another 10 years before this policy of self-reliance clarified. The Dibb report of 1986 more clearly expressed this self-reliance in the form of a policy of 'denial', and of 'layered defence', concluding that it was indeed possible for Australia to defend itself using its own resources.[20] According to Dibb, the most important task was to ensure that an enemy would have difficulty crossing the air-sea gap to the north of Australia, and this would involve four layers of defence; intelligence and surveillance, longer range maritime forces, defensive capabilities close to Australian shores, and most significantly, ground forces capable of denying the enemy Australia's population centres and military installations.[21]

The need to secure the air-sea gap led to increased emphasis on defence co-operation programs with the countries of Southeast Asia.[22] Australia's defence policy is not inward looking but rather seeks to be part of a regional security framework. However, despite all this concentration on self-reliance and regional co-operation, the American alliance remains central to Australian defence policy.

Australia and East Asia

Australia's burgeoning relationship with East Asia over the past few decades in particular has had a strong national security subtext. Australia now tends to seek security as part of the region; security within Asia, rather than from Asia.

From its very beginning ASEAN was seen by Australian governments as a possible vehicle for security co-operation.[23] ASEAN governments were initially resistant to this idea, and it was not until 1993 that a formal security dialogue became part of the ASEAN Post-ministerial Conference, becoming known as the ASEAN Regional Forum (ARF).[24]

Besides being tied into multilateral arrangements such as the ARF and the Five-Power Defence Arrangement, bilateral security relationships with the countries of Southeast Asia have also strengthened considerably over the past few years. Australia's relationship with the Singaporean defence forces is 'unusually close'[25] with Australia providing access to air training facilities at the RAAF base at Pearce, WA and at Oakley in Queensland. In August 1995 the Philippines and Australia established a Joint Defence Co-operation Committee, making provision, among other things, for joint training and exercises, and personnel exchange.[26]

Probably the most significant security arrangement entered into by Australia for the past few decades was signed with Indonesia in December 1995. The Agreement on Maintaining Security requires regular consultation at ministerial level, with each party undertaking to consult with each other in the event of security problems affecting the parties. Indonesia has a closer defence relationship with Australia than any other country, including the US and ASEAN members.[27]

Australia and the UN

Whilst it is the American alliance, defence self-reliance, and regional security agreements that form the backbone of Australian defence strategy, it is within the UN and other international organisations that Australia attempts to address much broader issues aimed at improving global security, both military and non-military.

As a middle power Australia has always been an enthusiastic supporter of the UN system and of the multilateralist approach to solving international problems. The Cold War, however, placed limitations on Australian multilateralism, and it was not really until the mid-80's that Australia started to emphasise multilateralism in its foreign policy approach, in particular in relation to world security and trade issues.

Through the UN and other multilateral organisations Australia seeks to address security issues outside the scope of its territorial defence policy. Disarmament in particular has been a focus of Australian attention, such as the Comprehensive Test Ban Treaty, the extension of the Non-Proliferation Treaty, and the Chemical Weapons Convention.[28]

Australia has continued to make significant contributions both diplomatically and militarily to UN peacekeeping efforts. Of note, Australia played a leading role in the UN Transitional Authority in Cambodia by providing communications personnel and the Authority's military commander. Of current interest, and very much in Australia's backyard, the Australian government seems set to provide a large proportion of the police to be sent to East Timor to monitor the autonomy plebiscite in August 1999.

Conclusion

Australia was and remains a country wracked by insecurity about its place in the world, and about its ability to protect itself from the increasingly powerful and unstable giants to the north. As I concluded in my previous essay[29] the areas to the north of Australia will remain areas of instability for many decades to come. Civil strife, environmental catastrophe, and all-out war all have the potential to trigger huge population movement, and like gravity, the easiest direction is 'downwards' towards the 'empty' expanses and relative riches of Australia. Working to maintain regional stability therefore remains a critical objective of Australian foreign policy. For the past few decades Australia has been attempting to 'socialise' itself into the regional community, at the same time trying to obliterate memory of more than a century of standoffishness and outright racism towards Asia.

Security issues - both military and non-military - drive Australian foreign policy and determine its activist role within the UN and international trade organisations. To a greater extent it also accounts for Australia's 'engagement' with East Asia. Lastly, it could be concluded that Australia's relationship with the US would be a good deal more cool and remote were it not for shared security interests.

The Real Story Behind Howard's Murray-Darling Water Legislation

Prime Minister John Howard has presented legislation to the Parliament, authorising the Federal Government to seize control of all of the water of the Murray-Darling Basin from the states, and to put it under a new Federal agency with dictatorial powers. Just before Victorian Premier Steve Bracks and his Water Minister John Thwaites suddenly resigned on Friday, July 27, Bracks charged that Howard's actual intent was to privatise all of the Basin's water. Caught, Howard bellowed that Bracks was "desperate, stupid, inaccurate and just totally wrong."

It is Howard who is desperate. The global financial system is now crashing down, and the financial oligarchy which owns Howard is attempting to grab control over such vital assets as raw materials, food, and water, so as to maintain their political power when their paper, and even their banks vaporise. Howard's legislation will give his owners control over the Basin's water for which they will charge whatever they want, and, by bankrupting most of the farmers there, in Australia's food bowl—as this legislation assuredly will—will make us dependent on multinational agribusiness for our food.

Howard lied that he had no secret plan to privatise the Basin's water, but the plot is hardly a secret: it has been underway since another rabid privatiser, Prime Minister Paul Keating, initiated it in 1994 through an agreement of the Council of Australian Governments (COAG), and as part of the same National Competition Policy which led to the other privatisations in gas, electricity, transport and telecommunications. It picked up steam when the Murray-Darling Basin Commission started interstate water trading in 1998, and accelerated rapidly when Howard created his National Water Initiative (NWI) in 2003, and then the National Water Commission (NWC) in December 2004, to implement the NWI. Its final phase is the legislation now before Parliament, which Howard intends to ram through before the Federal election, and it has the full backing of Kevin Rudd's ALP.

Howard's enraged reply to Bracks notwithstanding, Howard, his Water Minister Malcolm Turnbull, and all of the key personnel of the institutions named above have constantly trumpeted their intent to privatise water, often under such typical NWC euphemisms as the "principles of consumption-based pricing and full cost recovery". Or, when NWC Chairman Ken Matthews lectures all over the country, he emphasises such "Reform Challenges" as, in his words:


* The water stewardship concept engages the private sector in improved water management. To [sic] often, water is seen as just the business of governments and in my view this is both myopic, and wrong;
* pricing reform not keeping pace with the task (e.g. recovery of water management costs; recovery of urban investments);
* strengthen competition and innovation and private sector opportunities;
* significant government subsidy of infrastructure still says the sector is not 'normalised'.

The Prime Minister and Cabinet's own website even features the study, "A Discussion Paper on the Role of the Private Sector in the Supply of Water and Wastewater Services". Echoing Bracks, NSW's Minister for Lands and Regional Development, Tony Kelly, declared on August 2, 2007, "I am just a little bit worried this is all about making water another commodity so that Macquarie Bank can be able to buy and sell it and make an absolute fortune".

An absolute fortune, indeed: under the 1994 COAG agreements, governments corporatised their water utilities, which are worth over $70 billion, but would be sold for far less. The real money would be made in charging consumers and the few remaining farmers tens of billions more for water.

The Murray-Darling Basin is the breadbasket of Australia, which accounts for 71% of all of our irrigated crops, and feeds 61% of all Australians. At stake, therefore, is the security of our national food supply, as well as the social and economic viability of regional Australia throughout the Basin. Deregulation of the dairy industry and the initial phases of water privatisation have already contributed to the collapse of Australia's farms by 20,000 from an official figure of 150,391 in 1994 to 130,526 today, though in reality there are far fewer, because the Australian Bureau of Statistics has changed their definition of what is a farm, from one with $22,000 of agricultural output to only $5,000, inflating the farm numbers.

The Privatisation Scam

Privatisation has a simple premise: the less water there is, the more can be charged for it. Thus, there was and has been no serious Federal Government attempts to expand water supplies throughout the entire, horrific drought-ridden period which began coincident with Keating's initial moves toward water privatisation in 1994-95, right through until today. Water supplies to farmers have been shrinking throughout that period, not solely—or perhaps even mainly—due to drought, but to governmental action or inaction, including, most recently, the cut-off of water allocations, and the diversion of ever-larger quantities into "environmental flows".

The whole process of privatising government assets, including water, was begun internationally under the Thatcher government in Britain, and was designed by a London-based think tank, the Mont Pelerin Society (MPS), the granddaddy of all right-wing, deregulationist, pro-globalist think tanks internationally. The MPS was set up after World War II by the British Crown and its chief financier, Harley Drayton, to organise against the type of strong national government represented by President Franklin Delano Roosevelt in the U.S., which would not kneel to the financial oligarchy. Given the Crown's role in privatisation, it is lawful that the President of the Murray-Darling Basin Commission is the Rt. Hon. Ian Sinclair, a member of Her Majesty's Privy Council. On behalf of, and answerable only to the Crown, the Privy Council is the ruling body of Britain and its still-existing empire ("Commonwealth"). Upon induction, all members swear sole allegiance to the Crown, and an oath of complete secrecy regarding any Privy Council business—which includes any financial business of substance throughout the empire.

All of the chief personnel involved in Howard's "water reforms", from the Murray-Darling Basin Commission through his National Water Commission, are either hard-core privatisers or radical environmentalists. Notably, Howard stacked the MDBC and NWC with former officials of the radical right-wing, Big Business-financed National Farmers Federation (NFF), and with environmentalist fanatics, notably from the notorious Wentworth Group of Concerned Scientists [sic]. (As in the global warming scam, Big Business is in bed with the environmental lobby, which it has heavily financed.)

The Role of the NFF

The single most important figure in determining water allocations in the Murray-Darling Basin, has been Dr. Wendy Craik, Chief Executive of the Murray-Darling Basin Commission since 2004, and the Executive Director of the NFF from 1995-2000.

However, since the MDBC could not force changes in water flows and allocations, Howard founded the NWC to establish the infrastructure and policies for such mandatory changes, and two of its seven ruling Commissioners were top figures in the NFF: Peter Corish, the national president of the NFF from 2002-2006 when he left to join the NWC, and longtime Howard hit-man, David Trebeck, the founding Deputy Director of the NFF and the mastermind of the 1997-98 plot to bust the Maritime Union of Australia (MUA). NFF personnel also co-wrote the Workplace Relations Act 1996 as the precursor to the present, anti-human Work Choices Act. Many think that the NFF'er and MDBC boss Craik is the obvious choice to head up the new Murray-Darling Basin Authority, which will dictate what her Murray-Darling Basin Commission could only suggest.

The NFF itself has endorsed Howard's new legislation, though it is obvious that it will decimate regional Australia. Their endorsement is not surprising, since the NFF is known by most farmers as "No Family Farms", and was founded to help push free trade and deregulation throughout the economy, as it is now doing with water.

The full story of the NFF is told in the Citizens Electoral Council's 1998 96-page pamphlet, Stop the British Crown Plot to Crush Australia's Unions we will summarise the essentials here.

When Howard first came to power in March 1996, six members of his government were closely affiliated with the H.R. Nicholls Society, a radical deregulationist spin-off from the Crown's Mont Pelerin Society. These included Howard himself, Defense Minister Ian McLachlan (a former president of the NFF), Treasurer Peter Costello, Minister for Workplace Relations Peter Reith, Assistant Treasurer Rod Kemp, and Minister for Employment David Kemp. The H.R. Nicholls Society was named after the turn-of-the-century editor of the Hobart Mercury, who crusaded against Mr. Justice Higgins, the President of the Commonwealth Court of Conciliation and Arbitration, for his finding in the famous 1907 Sunshine Harvester case, that labour must be paid a "living wage" sufficient to support a worker, his wife, and three children.

The H.R. Nicholls Society, in turn, was indistinguishable from the leadership of the NFF, who had helped found H.R. Nicholls. The NFF itself had been founded in 1979 by members of the blueblood, Anglophile Australian Woolgrowers and Graziers Council, to lobby for free trade and to bust up the farmer-labour alliance policy of longtime Minister of Trade, the legendary John "Black Jack" McEwen, based upon a policy of rapid economic growth generated by a policy of "Protection All Around", for both agriculture and for manufacturing. The AWGC's Executive Director was David Trebeck, soon to be the founding Deputy Director of the NFF. Money poured in from Big Business to finance NFF actions against the unions, including the "wide combs" dispute in the shearing industry, and the Mudginberri abattoir conflict.

When then-Transport Minister John Sharp in early 1997 commissioned a report into "waterfront reform", he awarded an $80,000 contract to the Canberra-based industrial consultants, ACIL Economics (later known as ACIL Tasman), whose principals were NFF officials David Trebeck and Paul Houlihan, who was to be one of three authors of the union-busting Workplace Relations Act. Without tender, ACIL was then given a further $600,000 to develop the master plan to smash the MUA, complete with Dubai-trained strikebreakers from among Australian military veterans, overseen by Defense Minister and former NFF president Ian McLachlan.

To help crush the MUA, Big Business poured in funds to the NFF's Australian Farmers Fighting Fund (AFFF), which newspapers reported totaled $100 million. It was overseen by two well-known farmers: former Coles Myer chairman Nobby Clark, who was a partner with Rio Tinto in the world's largest diamond mine, Argyle in WA; and HR Nicholls cofounder Charles Copeman, who as a CRA executive had sacked his entire unionised workforce at Robe River in WA. Its trustees included NFF Executive Director Dr. Wendy Craik, who later headed up the National Competition Council until Howard tapped her to head the MDBC in 2004.

Besides the NFF'ers, another Howard appointee is Professor Peter Cullen, a member of the Wentworth Group, which advocates cutting off water supplies to agriculture and similar genocidal actions. In fact, contrary to Howard's phony pledge of "no forced reduction in allocations", Cullen openly calls for precisely that, as in The Australian on January 10, 2007. Among his other posts, Cullen is a member of the Natural Heritage Trust Advisory Committee, which specialises in locking up land in perpetuity. The Wentworth philosophy is most famously expressed by the quack "scientist" Tim Flannery, who demands that Australia's population be cut back to six million, and by fellow Wentworth member Prof. Mike Young of the University of Adelaide, who also calls for compulsory acquisition of water allotments because "the market is too small", as in his recent discussion paper. In fact, "buying water on the market should come before spending on water infrastructure, to allow the market to show which irrigation systems warrant future investment and which should be scrapped," Young told Stock & Land on June 12, 2007. "Some systems will inevitably be abandoned as water flows from them, with associated impact on rural communities", but, he chortled, "this would be a sign that the market is working."

Still another Howard appointee to the NWC is Chloe Munro, who oversaw the electricity sector "reforms" (i.e. wholesale privatisation) under former Victorian Premier and Mont Pelerin stooge Jeff Kennett.

How the Scam Actually Works

In January 2007, Howard gave merchant banker Malcolm Turnbull the newly tailor-made Cabinet post of Minister for the Environment and Water Resources, precisely for the purpose of overseeing the privatisation of the Murray-Darling under the MDBA. Turnbull is unabashed about his enthusiasm for water privatisation.
In a speech quoted in The Australian on July 26, 2007, Turnbull summarised the sweeping powers of the new MDBA:

"It will represent the biggest reform of water management in Australia's history, and it will see the Murray-Darling Basin on the path of a sustainable and secure water future. For the first time there will be one body setting and enforcing a sustainable diversion limit across the basin that recognises the interaction between surface water and ground water. There will be a basin-wide approach to establishing a water market and water pricing. The Murray-Darling Basin Authority will set salinity and water quality objectives and develop and implement a Basin Environmental Watering Plan…"

Turnbull said nothing about creating new water supplies, because the new Act is not intended to, but is entirely aimed at privatisation. Indeed, the NWC's chief scientist Dr. Colin Chartres has repeatedly come out against creating new water supplies, as by desalination, in favour of solely relying on "rainfall as the primary source of water", while the NWC's chairman Ken Matthews has denounced the idea of bringing some of the huge water supplies in northern Australia south, as "fanciful". "

The intent to privatise is obvious in the Act's objectives. As summarised by the NWC, its key points are:

1) water access entitlements and planning;
2) water markets and trading;
3) best practice water pricing;
4) integrated management of water for environmental and other public benefit outcomes;
5) water resource accounting;
6) urban water reform;
7) knowledge and capacity building; and
8) community partnerships and adjustment.

The initial premise from which everything in the new legislation will flow, is an "audit" of exactly how much water "exists" in the Murray-Darling Basin. That, of course, can be a highly subjective matter depending on the criteria of those doing the audit, not only as to quantity, but also depending on their calculations for salinity, "climate change", the need for "environmental flows", etc. not to mention whether or not they intend to create additional supplies. In plain English, they can say that the water supply is whatever they "find" it to be; determine whatever supplies should be allocated for whatever uses they want (70% currently goes for irrigation); and can thus cut off the tap to farmers at will, causing the price of water to zoom and bankrupting farmers by the hundreds and thousands. The CSIRO is currently doing an audit for the NWC, and—lo and behold!—is apparently going to find out that there is much less water than thought. "If the CSIRO's water calculations emerge as forecast by Dr. Chartres they may spell disaster for many farmers in Victoria, South Australia and NSW … Mr. Howard said the audit would determine the sustainability of irrigation." (The Age, July 26, 2007)

Howard already announced in April this year, that the general allocation of water for the water year from August to May 2008 will probably be zero. That could result in staggering losses of as much as $36 billion ($6 billion in direct production and the rest in associated industries) according to Prof. Wayne Meyer, Professor of Natural Resource Science at the University of Adelaide (April 20, 2007 The Age), even before considering the much higher prices for food. There is additionally a question as to how much Howard himself is responsible for the predicted zero allocation. Howard held a "Drought Summit" with the state premiers in November 2006. Ken Pattison of the Pyramid Hill-Boort Water Services Committee has reported that he told Howard at the time that a disaster was coming and that he should shut off water to recreational lakes in South Australia, and hold more back in the Snowy, Dartmouth and Hume reservoirs or "face a crisis within 24 weeks". Howard did nothing, the result of which was summarised by Wakool Shire Mayor Ken Trewin: "hundreds of thousands of megalitres of stored water has been squandered to SA where it largely evaporated in Lakes Alexandrina and Albert at the expense of the rest of the communities upstream." (Herald Sun, April 20, 2007)

Bankrupting Agriculture

Two preconditions for privatising water are to separate the ownership of water from the land, so that it is "tradeable", and then jack up its price so that it is profitable for the new water barons. The first took place several years ago, and helped lead directly to the second, in large part through huge government purchases of water, which forced up the price dramatically. Chris Lahy, a dairy farmer from the Murray Valley, recently described the process, "As soon as they separated land title from water title it allowed trading. This happened just after 2000, about 2002. When the water title was separated from land, we saw water prices go up by virtually 300%, from your modest $30 per megalitre up to on average 100 per megalitre and in the drought times we were paying $200 or $270 for water and at that price it was unsustainable and you could not grow or produce anything that was going to make money. That was going to send you broke. For us on our farm, $175 a megalitre once you got to that point, there was no point irrigating anymore because the cost of buying water and delivery exceeded your income."

Craik's MDBC gives each state an allocation, which it then divides up among its users, a process easily open to abuse, particularly as states are under pressure to increase environmental flows. Lahy described how it worked in NSW: "100% water allocations were reduced by the NSW state government in real terms by 13% down to 87%. That 13% was to allow for evaporation, infiltration and environment. That water was taken away from farmers' allocations without a single cent of compensation nor discussion. Then what started happening, at the end of the season, was that parcels of water that were tagged 'environment', they were selling it back to us. What the hell is going on—these guys are taking our allocation and selling it back to us!"

A June 30, 2007 Sydney Morning Herald article by Daniel Lewis and Marian Wilkinson summarized why prices are soaring, and the tap is being increasingly shut for farmers, through the actions of the MDBC/NWC and the host of government-funded radical environmentalist authorities.

"With farmers, management authorities and governments laying claim, the battle for water in the Murray-Darling Basin has reached fever pitch.

"Competition for water in the Murray-Darling Basin has gone from a non-event monopolised by farmers to an aggressive multi-billion-dollar game in a few short, remarkable years. In Australia's food bowl, irrigators have been crowded by the likes of RiverBank, the Murray-Darling Basin Commission, the National Water Commission, Water for Rivers, catchment management authorities, the Living Murray, the Achieving Sustainable Groundwater Entitlements Program, the National Water Initiative, the Australian Government Water Fund and the NSW Wetland Recovery Plan.
"So many vehicles for restoring water health and security in response to so many suffering farmers, thirsty towns, stressed rivers, aquifers and wetlands. Now the Prime Minister, John Howard, has trumped the lot with his $10 billion national plan for water security. …

"All this competition for water means it looks more like liquid gold than ever before."

Lewis and Wilkinson cite the case of Water for Rivers to show why water prices are soaring.

"Water for Rivers was set up in 2003 after an inquiry into the ailing Snowy River. Construction of the Snowy Mountains Scheme saw the iconic river reduced to two per cent of its natural flow in the upper reaches. With $375 million from the NSW, Victorian and Federal Governments, the Albury-based enterprise has the job of finding 212 gigalitres so 21 per cent of the Snowy's natural flow is restored. It also has to find 70 gigalitres for the Murray System.

"A recent paper written by the chairman, Richard Bull, said Water for Rivers reclaimed its first 80 gigalitres for $80 million. … But other water-procuring schemes have proliferated and 'as an outcome of these forces, project prices have dramatically increased from about $1 million a gigalitre to $3 million a gigalitre,' Bull says. Some project proponents suggest $5 million per gigalitre as a going rate.' Once the National Plan for Water Security starts operating 'it is not outlandish to suggest that further project costs may increase a further 100 per cent—$6 million per gigalitre' … he predicts that once the Federal Government starts spending its $3 billion dedicated to buyback, the cost of water licenses will 'go through the roof'. …"

To show how far that process has already advanced, Lewis and Wilkinson cite their interview with Cliff Twigg.

"Cliff Twigg is a dairy farmer who sits on the management board of the West Corurgan irrigation scheme near Corowa, on the Murray. The district has been unsuccessfully targeted by the Living Murray. 'The Government offered $1000 [a megalitre] and we just laughed at them,' Twigg says. 'They came back and said we will give you $2000. They wanted 10,000 megs. You will hear some of the deals they are doing are up to $5000 a meg now.'

"Twigg said he was determined to see no water leave Corurgan and undermine the investment he had made in irrigation. 'We have only got to lose 10 per cent of our allocation and it's non-viable. If we don't get that allocation we are running at a loss. I want to keep water because I want to stay as an irrigator. It's our lifeblood. You can't dairy without water'."

In terms of water allocations, Craik's MDBC is running another scam, in which desperate farmers trade in their "General Security" allocations for a much smaller level of allegedly guaranteed "High Security" allocations, and at a substantially higher price. But then, the MDBC (through the state governments which it directs), delivers only a fraction of the "High Security" water. Chris Lahy described how it has worked:
"High security water is divvied out to wine grapes, table grapes, nuts of all sorts—almonds in particular and vegetable growers. It's not a great amount of water, but their use per hectare is a lot lower. For example for a dairy farmer, your water usage per hectare was quite high. Then they started putting in a new equation—dollars per hectare per megalitre, so what that meant was it didn't matter what you do with irrigation water, it was all unproductive, because they say flood irrigation is an evil, because the dollars per megalitre per hectare did not stack up well against high security users. But the thing is the dairy industry says, 'That's crazy man, we're producing milk. Every person in this country has milk in their house—in their fridge and we need wine to live?' So we said dairy farmers should be a priority for water delivery, even if we don't get high security water. Fortunately they saw the sense in that, and said maybe we should supply something called 'modified stock and domestic' or 'modified water' for dairy farmers during the drought time, but it still was not enough. It was too little action too late. A lot of farmers just went broke."

And Howard's claim that there will be no forced acquisition of water is of course a fraud, because desperate farmers will have to sell their water.

Further, when private companies take over the water, they will obviously spend the bare minimum on repairs or upgrading of vital water infrastructure, all the NWI/NWC propaganda about "full cost recovery for infrastructure" to the contrary. University of Adelaide's Prof. Wayne Meyer pointed out the obvious: "We have public water systems that are 50 to 80 to 100 years old all in increasing need of upgrading and replacement." If such repairs/replacement is not done, "there is no way out short of going into catastrophic closure". Does anyone seriously think that the (bankrupt) Macquarie Banks of this world are going to pour tens of billions of dollars into water infrastructure? They clearly do not intend to, but to grab the 70% of the Basin's water now used for irrigation, bankrupt the farmers, and divert that water at skyrocketing prices to the cities.

Howard's new water legislation will devastate the rural sector in the MD Basin, a fact that is so obvious, that the Federal Government has absolutely refused to conduct the normal "social impact" study for such far-reaching legislation. However, an independent study at the Australian National University warns of "social dislocation from small and medium-sized farms being forced out of the market by the price of water. Local communities would be devastated."

Editor's Note -

This is an extremely timely and important essay. It overviews a secret Pentagon psychotronics technology known as Silent Sound Spread Spectrum (SSSS) that has been fully operational since the early 1990s. I first found out about the use of this technology from Al Bielek in a 1992 video he made with Vladimir Terziski. This technology was used against battle-hardened Iraqi troops fortified in deep underground bunkers in Kuwait and Iraq in the first Gulf War in January of 1991.

The physical, emotional, and psychological effects of this technology were so severe that hundreds of thousands of Iraqi troops surrended en masse without firing even a single shot against US-led coalition forces. The numbers reported in the news were staggering: 75,000 and then annother 125,000 (or more) Iraqi troops would come out of their deep desert bunkers waving white flags and falling to their knees before approaching US troops and literally kiss their captor's boots or hands if given the opportunity.

Why would eight-year veterans of Middle Eastern warfare (with Iran 1980-1988) behave this way? Simple. They were subjected to a technology that was so extreme and incomprehensible that they were suddenly reduced to the level of compliant children and felt grateful to still be alive in the wake of their mind-wrenching experience.

This technology is about to be used, albeit in a more subtle fashion, against American citizens in a highly classified and covert operation to mind control and manipulate the entire population into 'compliance' with our New World order overlords. The technology will utilize a combination of HAARP transmitters, GWEN towers, microwave cell phone towers, and the soon-to-be-mandatory High Definition Digital TV that will enter your home via: a) cable, b) satellite, c) HD TVs, or d) those oh-so-easy-to-obtain "digital converter boxes" that the government is so anxious to help you obtain and underwrite most of the cost on your behalf.

But why is the government so anxious to help American citizens experience a clearer and more highly defined television picture? Does that make sense to you? Since when is the government so concerned about the visual quality of our televised entertainment that Congress would pass an undebated statutory proclamation which mandated that the HD conversion take place on Feb. 17, 2009 and then subsidze about 90% of the associated cost?

I'm only guessing, but if there are 200 million "regular" televisions in America to be converted into HD, then that $40 in government subsidy per TV ¥ 200,000,000 = $8 billion. Why is the government so anxious to spend 8 billion dollars on her citizens to improve the clarity of a TV picture? Or is the recently touted "additional bandwidth" cover story that supposedly is to be gained with the HD technology the only and genuine reason for spending so much taxpayer dollars on HD conversion?

The second service that this author performs is to "out" two of our more deceptive CIA/Pentagon 'assets' masquerading under the rubric of natural health advocates. Their names are Rima Laibow and her husband, "former" Major General Albert Stubblebine. If your e-mail Inbox has been filling with warnings and articles in recent months about the coming Codex regulations and the "wonderful" job that Rima and her retired Army husband have been doing to try and stem the tide, then you know who I'm talking about.

Folks, is it time to wake up yet? Or should we just resume our slumber and wait for them to take us away in those spiffy Gunderson cattle cars that Phil Schneider warned us about in 1995 (you know, the ones with the built in shackles and manacles)?

The Antithesis Of Freedom

The year was 1961, and John Kennedy was soon to become the 35th President. Shortly before Kennedy's inauguration, President Dwight D. Eisenhower shocked the nation and the world with his televised farewell speech. The speech's content was shocking because General Eisenhower was a very popular war hero, and American military might was second to none.
Eisenhower, a highly decorated five-star general, was the Supreme Commander of all allied forces during World War II. It was Eisenhower's leadership during the Normandy invasion that ultimately freed Europe from the Nazi scourge.

Incredibly, in his farewell address, this great American hero did not warn the nation of the budding communist threat or the horrors of nuclear proliferation. No, not at all! Instead, this career military genius poignantly and soberly declared to this great nation:

" We have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security more than the net income of all United States corporations.

"This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence - economic, political, even spiritual - is felt in every city, every state house, every office of the federal government. We recognize the imperative need for this development. Yet we must not fail to recognize its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.

"In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or our democratic processes."

Here we have a career military officer, and sitting US President warning the nation in his final farewell speech, that something called "unwarranted influence by the military-industrial complex" poses an extremely dangerous threat to our Free Republic society. According to Eisenhower, this threat "exists and will persist."

To President Eisenhower, in January of 1961, this evil was a much greater threat to America than Castro's Cuba or Kruschev's Soviet Union. What exactly could have happened in the "military-industrialist" establishment that would have caused Eisenhower to issue such a strongly worded warning? Improved machine gun production? Nope. Battleship production? Nope. Nuclear submarines? Nope. Proliferation of nuclear warheads? A concern of course, but a concern that most Americans were fully aware of.

No, obviously what caused Eisenhower such deep concern had to be something much more pervasively shadowy, dark and secret. Some new, covert, technology had clearly emerged that had the very real potential to provide certain individuals with the "acquisition of unwarranted influence" that in turn would "endanger our liberties or our democratic processes" (i.e., our free and fair election process). In other words, it had the clear potential to circumvent the voice of the people and completely empower un-elected power mongers.

Eisenhower, I would submit, was warning America about something called the "Sound of Silence".

Eisenhower was an honest and patriotic American. Like Marine Corp General Smedley Butler, who decades earlier declared to Congress that "War is a Racket," Ike knew that such absolute power and total covert control over the minds and hearts of individual citizens would corrupt society absolutely. He also knew and understood, as did the German philosopher Goethe: "No man is more hopelessly enslaved, than he who falsely believes that he is free." Therefore, he issued his strong, concluding warning to America. Today, this author must do no less.

The Sound of Silence is a military-intelligence code word for certain psychotronic weapons of mass mind-control tested in the mid-1950s, perfected during the 70s, and used extensively by the "modern" US military in the early 90s, despite the opposition and warnings issued by men such as Dwight David Eisenhower.

This mind-altering covert weapon is based on something called subliminal carrier technology, or the Silent Sound Spread Spectrum (SSSS) (also nicknamed S-Quad or "Squad" in military jargon). It was developed for military use by Dr. Oliver Lowery of Norcross, Georgia, and is described in US Patent #5,159,703 - "Silent Subliminal Presentation System" for commercial use in 1992. The patent abstract reads:

"A silent communications system in which nonaural carriers, in the very low (ELF) or very high audio-frequency (VHF) range or in the adjacent ultrasonic frequency spectrum, are amplitude- or frequency-modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones, or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener."

In layman's terms, this device, this "Sound of Silence"simply allows for the unwarranted implantation of specific thoughts, emotions, and even prescribed physical actions into unsuspecting human beings. In short, it has the very real ability to turn human beings into mere puppets in the hands of certain "controllers," or puppet-masters.

Eisenhower knew full well what such a "weapon" could do in the hands of greedy, conspiring men and women scheming to control the planet. It could easily result in the takeover of American society without a single bullet being fired. This is what he was warning America about, this is the "combination" he feared above all others.

Have the leaders of America ignored Ike's warning? Have conspiring and evil men and women utilized this diabolical technology on unsuspecting Americans and others outside of our borders? If so, will they continue to utilize the technology through the medium of television and radio? This exposé will attempt to answer these questions, and give the reader a clear picture of exactly who made the decisions to use the "Sound of Silence" in both war and peace.
On March 23, 1991, a news brief was released in the form of an ITV News Bureau Ltd (London) wire service bulletin entitled "High-Tech Psychological Warfare Arrives in the Middle East." This was during the administration of George Bush Sr., during "Operation Desert Storm," and describes in remarkable detail a US Psychological Operations (psy-ops) covert operation successfully deployed against Iraqi troops in Kuwait.

Saddam Hussein's vaunted "Republican Guard" crack troops were promising Bush "the mother of all battles" with many thousands of dead coalition troops. On paper, it looked convincing. Hussein's Republican Guard troops were battle-hardened veterans of the 10 year war with Iran, while coalition troops were unblooded. The Iraqis had modern weaponry and were well trained in how to use it.

Something very strange happened, however. The "mother of all battles" ended before it began, as literally hundreds of thousands of Iraqi soldiers surrendered en masse without even firing a shot!

Here is what the British press reported on the incident (while the American press was censored):
" an unbelievable and highly classified psy-ops program utilizing 'Silent Sound' techniques was successfully deployed. The opportunity to use this method occurred when Saddam Hussein's military command-and-control system was destroyed. The Iraqi troops were then forced to use commercial FM radio stations to carry encoded commands, which were broadcast on the 100 MHz frequency. The US psy-ops team set up its own portable FM transmitter, utilizing the same frequency, in the deserted city of Al Khafji. This US transmitter overpowered the local Iraqi station. Along with patriotic and religious music, psy-ops transmitted 'vague, confusing and contradictory military orders and information.

"Subliminally, a much more powerful technology was at work, however. A sophisticated electronic system designed to 'speak' directly to the mind of the listener; to alter and entrain his brainwaves, to manipulate his brain's electroencephalographic (EEG) patterns and thus artificially implant negative emotional states -- feelings of intense fear, anxiety, despair and hopelessness were created in the Iraqi troops. This incredibly effective subliminal system doesn't just tell a person to feel an emotion, it makes them feel it; it implants that emotion in their minds."

While utilizing such a "non-lethal" covert psy-ops weapon resulted in many lives being saved, both American, Coalition, as well as Iraqi, the question begs to be asked: how can Americans be assured that such a weapon is not being used on them by "Big Brother" on a daily basis?
Moreover, why was the real story behind the mass Iraqi surrenders censored so completely from the American people? Typically, secrecy of this nature is only employed when the subject is morally offensive, or when the powers that be wish to continue to deploy the subject without public scrutiny or oversight, or both. Clearly, if such a device employed covertly on Americans could result in "unwarranted influence" over a society, as Eisenhower warned, I submit the majority of Americans would be completely outraged and incensed, and rightfully so. Therefore, of course the technology would need to remain hidden away.

Officially, the Sound of Silence (S-quad) technology does not exist, just as the US Government officially denies the existence of UFOs and Area 51 (Groom Lake) in the Nevada desert. However, the physical realities cannot be ignored by the rational and logical mind.

For instance, during the first Gulf war, the man who most likely ordered the deployment of the Sound of Silence was Major General Albert (Bert) Stubblebine, who was the Commanding General of the US Army's Intelligence School and Center, as well as the Army's Electronic Research and Development Command (ERADCOM) as well as the Army's Intelligence and Security Command (INSCOM). In short, Albert Stubblebine was the Army's liaison with the CIA and Naval Intelligence operatives (ONI), and as head of ERADCOM, he would of necessity have had complete working knowledge of the Sound of Silence weaponry, if indeed it truly exists.

He was the US Army's top spy-boss, and of course, was privy to all its secrets. Now retired from active duty following a 32 year career, General Stubblebine has combined with his wife, Rima Laibow to form something called the Natural Solutions Foundation, supposedly dedicated to fighting all health freedom threats to individuals including Codex Alimentarius, vaccinations, and of course the FDA Gestapo.

On their website, <http://www.healthfreedomusa.org/>www.healthfreedomusa.org one can read this about Albert N. Stubblebine: "Many of the innovations he developed helped the US to conduct the First Gulf W ar effectively and swiftly with a very low casualty rate."

But of course, such "innovations" are never fully disclosed to Americans and are officially non-existent. With all due respect to General Stubblebine and shadowy power-brokers such as Frank Carlucci and Donald Rumsfeld, this author concurs whole-heartedly with General Eisenhower, and I declare that such posturing and secrecy with weapons of mind-control constitutes indeed an "acquisition of unwarranted power and influence" and has absolutely no place in a free and open society - no matter how many soldier's lives it may save on the battlefield. The potential for massive misuse and abuse of such immense controlling power is simply too great.

Qantas boss Geoff Dixon tips 'new aviation world order'

Qantas chief executive Geoff Dixon believes the global aviation industry will consolidate into a few, very large players.

Mr Dixon today also disagreed with claims that Air New Zealand was too small to be a takeover target, but added that didn't imply Qantas was interested in buying the Kiwi carrier.

Just days after announcing 1500 job cuts at Qantas, Mr Dixon said globalisation, accelerated by permanently higher fuel prices, would result in a "new aviation world order".

"Right now the global aviation industry faces not just a shock or indeed a blip or indeed a crisis really but a permanent transformation," he said.

Cross-border merger and acquisition activity between airlines is currently prevented by strict foreign ownership rules in individual countries.

Mr Dixon said he was encouraged by current negotiations on an aviation agreement between the US and European Union.

"The EU's push for the abolition of foreign investment restrictions has so far - believe it or not - been resisted by the US, which limits foreign ownership of its airlines to 25 per cent of total voting stock," Mr Dixon said.

Mr Dixon said there were signs that the US may be prepared to accept airlines from Europe and potentially from other countries, based on their principal place of business rather than on strict ownership criteria.

"For us this would be a ground-breaking development," he said.

"It would open the way for airlines to engage in meaningful cross-border investments, and sooner or later it will happen.

"And we belive strongly at Qantas that over time, consolidation will transform aviation.

"It will produce a few very large and extremely efficient global airlines with a portfolio of interests and a portfolio of brands - the brands won't go.

When asked if Air New Zealand was a possible takeover target, Mr Dixon said that he disagreed with its chief executive's claims that the kiwi carrier was small enough to stay underneath the radar.

"I think it's changing so much that you won't be able to stay under the radar.

"And although I'm not going to say that Qantas and Air New Zealand are going to get together - we tried that once and we've moved on - I do believe very strongly and always have that consolidation will happen.

"Consolidation when it starts will be very erratic and I don't believe any airline, particularly in this part of the world, will be able to avoid consolidation."

"I'm not suggesting that's going to be Qantas and Air New Zealand but it's a small country, it's a difficult business (and) scale will be very, very important."

Mr Dixon said Qantas had positioned itself to avoid being swallowed up by investing in its business, cutting costs where appropriate, ordering more fuel efficient aircraft and developing a strong brand.

"The work that Qantas has done to date means that we will avoid any such dark destiny."

For somebody like me living in the state of South Australia, if i want to communicate with someone, even if it just private messaging or replying to posts on this forum, i could go to jail if i communicate with someone else from South Australia who is deemed to be "affiliated with or is an outlaw person or organisation"

Thats how bad its become.

The onus is on the individual to check who they communicate with. Ignorance is no excuse under these laws and wont hold up in court unless you or your lawyer really know what they are doing.

They decide who is "outlaw" . From what i and others can gather usually its mainly about those who compete with the government/illuminati in the drug trade or white collar crime, THAT IS THE REAL ISSUE.

The clubs and streets will still be full of drugs, that wont change. Only who gets all the money will change. TPTB have used scare tactics and fear to get the people to support these laws without knowing the real reasons.

Access Economics dispensed with financial jargon and opted for painfully frank language in order to paint a clear picture of the state of the country's economy, which it predicts will slide into a deep recession in the next 12 months.

"Batten the hatches. This is not just a recession. This is the sharpest deceleration Australia's economy has ever seen," the company's quarterly report said.

Thanks to its strong export ties to China, Australia – once dubbed the "miracle economy" – managed to escape the downturn that hit the US and British economies last year.

However, with China's growth now slowing and the mining boom effectively over, it is widely accepted that the country will join the long list of countries suffering from the global financial crisis.

Access Economics said the federal budget was "buggered" because of its heavy reliance on the price of commodities, which was now falling. It said the four year boom enjoyed by the country had disappeared in four months of "chaos".

"The glory days of big budget surpluses are over, and the feds are now staring down the barrel of deficits as far as the eye can see," the report said.

Treasurer Wayne Swan disagreed with the language used by Access Economics, but admitted the government was facing "very difficult" global economic conditions.

"The year ahead will be tough and there's no quick fix," Mr Swan said.

The report predicted unemployment will rise to 7 per cent next year and house prices could fall by 5 to 8 per cent.

I won’t rehash what’s already been reported, but having read it several times since publication, it’s what’s left out that makes the proposal even more scary.

Free Speech

The Minister has stated that political speech will not be filtered under the proposal, but fails to define acceptable free speech and does nothing more to articulate his previous comments that “unwanted” material will be filtered under the scheme.

The problem here is the extraordinary mish-mash of Australian laws relating to open speech. In Victoria for example inciting religious hatred is an offense, so theoretically arguing against a particular religion would constitute hate speech instead of fair political speech.

Australia has a long track record of banning books, but for all the hatred are we now not better today having access to something like Mein Kampf so we can understand how wrong it is. There is a blurred line between political and hate speech, and blocking such speech on the internet will not stop people accessing it.

Conroy is disingenuous in suggesting that the Government is pro-free speech, yet pro-censorship: the price of free speech is that we must put up with the stuff we don’t like. The alternative system is not free speech, it’s totalitarianism.

Adult Games

Australia still has the bizarre situation of refusing to categorize video games for adults. The Minister says nothing of such games online, so we can still only presume that adult games online that would be refused categorization in Australia will be blocked under the filter.

Such games include online virtual world Second Life among many.

It should be remembered that Australia is a country that refused classification to Duke Nukem 3D, let alone far more seriously violent games.

Pornography

Whether you like pornography or not, the hypocrisy of the Governments proposal remains the same. Senator Conroy continues to point to existing guidelines being extended to International content, but ignores the absurdity in the current guidelines.

R rated pornography is legal in Australia and can be purchased at newsagents or service stations. Under the guidelines proposed, R rated pornography online would be illegal unless those pages included a thorough adult verification scheme. That doesn’t mean enter your date here to proceed: as has previously been the case for age requirements for mobile content and R rated content hosted in Australia (of which there is little to none) that would include handing over credit card details, or in some cases being forced to register with the provider first, including the provision of adequate identifying measures to prove ones age.

The net affect is that 99.99% of R rated pornography, or any R rated material under this proposal will be blocked by the filter, as overseas providers will not bend over backwards to cater for a small market like Australia. Secondly: Australian’s will be none to keen to hand over details to these sites should they meet the criteria.

X Rated pornography is treated more strictly in Australia currently, but is quite legal, and available for purchase from the ACT and Northern Territory. X rated material under this proposal will be completely banned: so while it is legal to possess, look at or own in print or video, it will now be completely blocked online. Again: whether you agree with porn or not, the hypocrisy is rich. In terms of freedom of speech it also raises other issues: who is the Government to play moral guardian online over a picture of two consenting adults having sex? Presuming they are doing nothing illegal, why in the 21st century does the Government seek to prevent others seeing it? Government finally got out of the bedroom in the 80s when homosexuality became legal, some would argue that X Rated porn is no different again.

Secret Blacklist/ Due Process

The Minister points out that the blacklist to be maintained by ACMA will remain a secret, and cites legislation supporting this. His reasoning, as it seems to be for everything, is that it’s all about kiddie porn

Publishing the title or internet address of child abuse material would constitute distribution of illegal material and is therefore protected from release. To do otherwise would allow a person to view and download the material in jurisdictions where ISP-level filtering was not implemented.

That may well be the case, but the Minister fails to address concerns about due process should a site be added to the list. If there is no access to the list, there is no way to appeal a site being blocked incorrectly. Imagine a commenter leaving a lurid comment or pic on this blog, or a forum, and the site being added to the list based on this one instance. No transparency can only equal unfair and arbitrary justice that remains the hallmark of totalitarian Government.

Selection Criteria

The Minister refers to the National Classification Scheme, a system where by content providers must seek classification of content prior to publication. He then refers to content complaints being made to ACMA, and ACMA making the call on classification. One again the Minister fails to address properly the selection criteria under the scheme: will website owners need to seek classification on content prior to publication? If so, this would be an onerous burden on new media owners and businesses in Australia, costing time, money and putting those businesses at a strict competitive disadvantage compared to overseas operators.

If ACMA will decide on content classification, will they only act on complaints as is currently the process (again the Minister swaps and changes between the current and proposed system). If so, how exactly will the filter know what is acceptable and not acceptable content given the millions of porn sites alone that may fall under the censorship regime.

Likewise, will the filter then decide to block content based on keywords? Could we not see the case, as has happened before that a site about breast cancer is blocked because the filter considers breasts to be pornographic?

Overblocking

The Minister notes that in the last round of tests, overblocking, that is filters blocking legal content came in at 3-6%. He only notes that this is an advance on previous tests, but fails to address the very serious implications.

Under the scheme, three to six percent of perfectly legal content gets blocked. Anything other than a 0% rate is unacceptable.

Imagine the Australian Government waking up one morning and deciding that 6% of Australian businesses could no longer open their doors to their customers, and the outcry this would cause. This is EXACTLY what this proposal will do to online businesses, and companies with a primarily Australian focus online could find themselves out of business for no other reason that the Government’s filter has decided to block them, even though they were doing no wrong.

The Minister now states that P2P filtering technology is in the mix, despite its relative infancy. The question then becomes one of “unwanted.” Will the Government now extend the censorship regime to content presumed to be in breach of copyright as well? We can bet with absolute certainty that the Record and Movie Industries already have a letter on the Ministers desk.

Like general filtering, the question then becomes one of identification and process. How does the Government identify “unwanted material” and given that the blacklist or decision process is secret, what happens when content is incorrectly tagged. As we know the music and record industries don’t have a great track record of respecting existing copyright laws when it comes to accusations (for example, the defense of Fair Use, or Fair Trading in Australia).

Further will P2P network speeds be adversely affected for legal traffic?

Internet Speeds

The Minister notes falsely once again that in other countries running ISP filtering using blacklists that there was no discernable decrease in speed, despite noting the tests here proving otherwise.

What the Minister continues to fail to mention is that the countries running blacklists he mentions were running child porn blacklists in some cases on non-compulsory feeds. What the Minister is proposing is far more reaching than anything any of these countries are running, and every time he quotes those figures it’s a lie of context.

Conclusion

While it’s a positive that the Minister has finally spoken on some of the points raised by the Great Firewall of Australia proposal, it’s what he doesn’t answer that makes the proposal even more scary.

The implementation of this scheme can and will take Australia into an elite club of totalitarian societies that value state control over free speech. The Rudd Government seems hell bent on implementing a scheme with no recourse, that may kill legitimate businesses, and slow internet speeds so that Australia can truly take its place as an online backwater in the digital age.

Today I am ashamed to be Australian, ashamed that my Government should seek to implement draconian 19th century style censorship laws over the marvel of the modern age: The Internet. Free Speech may not be totally dead in Australia yet, but it’s about to be placed on life support. Conroy can say all he wants that this isn’t about free speech, but speech censored by Government isn’t free, no matter which way you want to spin it.

How do you to define good or bad? I agree it is a good country for those reasons above , however that was not my intention when posting this thread. In relevance to this thread and forum, Australia is either one of two scenarios, a very asleep populace that have absolutely no idea about NWO,(which is unlikely) or mainstream middle class that is very delibrately & very much involved in the whole Humanist NWO coup, since the majority never like to discuss these issues otherwise far more aussies would be posting in this forum, well i dont see them.

You make some good points i agree with all of this...

And the point about laptops, i find it extends to many goods where we get inferior models or get ripped off with unjustified markups...

Ebay and paypal have their faults but...i find i can buy many NEW things from the USA and UK much cheaper than in the stores here, including postage and most times higher spec...everything from computer bits to friggin chainsaws, machinery and holden mechanical parts, many of which are AC delco same as USA. Some holden parts cost over 10x more here than there, yet they have same part # and are the exact same part...10 x :rolleyes:

Damn even entire holdens (monaros) were for a long time cheaper in USA (even accounting for exchange rate) than the holden dealer at Elizabeth S.A. ...5 mins from the assembly line... i say were because now they dropping prices quick smart on the VE (pontiac G8 in the US) as they arent selling as much here :p

And before anyone starts with the 'support local shops whatever' well markups can be unjustified in many cases so in these cases bypass em i say and send them a message...

Some of these markups are ridiculous...i had a whole 20 foot shipping container full arrive from USA recently full of machinery stuff for me and quite a few other people...and freight is not that expensive when you fill a container...so when you consider the shops here that freight in bulk charge you more for something that someone in the USA sellling it from their garage and sending it USPS (post office, which ends up much more expensive) and it still ends up way cheaper...and im including exchange rates and import duties...its bullshit...

Making a profit is one thing...raping our wallets and selling us the junk is another...

And dont get me started with the water LOL...yeah they make it scarce so that they have an excuse to take it all over and ultimately charge more...not to mention its all part of Rothschild climate change carbon tax...water is not a finite resource on this planet...especially in high rainfall melbourne...but hey when TPTB need to get us more water its cheaper to take from the food producer and pump 75 billion litres a year of crystal clear 200 EC water that needs little treatment other that the poisons they add out of the Goulburn River (murray tributary) than to collect and clean more Melbourne stormwater (less profit as its slightly more effort).

A work colleague of mine tipped this about three months ago. I think the gov can call an early election if they feel they cant govern due to lack of majority - a double-disolution election.

Stimulus packages, fires, floods etc, wouldnt prob be a wise time to change government now would it. I would guarantee another four years government to ensure Rudd's in for 2012 and ensure the carbon reduction scheme wont lose him votes in 2011. South East SA - Groundwater plan awaits Govt approval

The new system for groundwater allocation in south-east South Australia could be approved within weeks.

The South East Natural Resources Management Board is waiting for State Government approval to implement its water plan for the region.

Irrigators face up to 30 per cent cuts to their water usage.

Board general manager Hugo Hopton says there are a lot of people anxiously awaiting the plan.

$30 million for new national groundwater centre

The Rudd Government today announced a national consortium led by Flinders University will administer $30 million in Australian Government funding for a new National Centre for Groundwater Research and Training.

Minister for Climate Change and Water, Senator Penny Wong, and Minister for Innovation and Research, Senator Kim Carr, said the new centre was an important investment in helping secure Australia's future water supplies.

"In Australia's water management, groundwater has often been overlooked," Senator Wong said while making the announcement at Flinders University.

"The new National Centre for Groundwater Research and Training will undertake important work to help us manage our groundwater in a more sustainable way.

The centre will train a new generation of scientists in advanced hydrogeological and related technologies, and improve our knowledge of groundwater connectivity, policy and management

OK so what does all of this mean?...I will attempt to explain it in laymans terms...

OK the Murray Darling Basin (MDB) up until recently produced somewhere in the vicinity of 40% of Australias fresh food, but now irrigation allocations on this surface water system have been reduced to miniscule amounts in recent times, 0% in winter and as little as 16-18% in summer in the major food producing regions of South Australias Riverland, and Sunraysia in Victoria and across the river border in NSW. (See my previous posts in this thread about the implications of this)

So now, with the MDB food production under control of TPTB, because of "climate change" of course...it is in a state of chaos for food producers who dont know where they stand...

We still have Goundwater right? WRONG!! We know better by now that these people will leave no stone unturned in the quest for complete food and water domination...

Heres some backgound on groundwater in South-Eastern Australia...

Groundwater also plays a major role in food production in the states of Victoria, SA and NSW, and aquifers containing decent quality water in these regions also support large amounts of food productions...

this water for the most part isnt as good for irrigation as the surface water in most of the MDB, due to higher NaCl (salt, for those who didnt pay attention in Chemistry class) and other TDS levels (total dissolved solids)...but good enough.

In South Australia alone, although there is approximately over 1.2 Million megalitres of water allocated for irrigation from the Murray River...there is 650 000 thousand megalitres of GROUNDWATER allocated east and south-east of Adelaide, so you can see that this resource also plays a vital role in our food production and security.

This and other aquifers also extend into or are present in Victoria and NSW.
All of these aquifers support large scale vegetable, Fruit and Nut production as well as growing feed for animals.

Just but one of many specific examples...operations from the LARGEST potato grower in the SOUTHERN HEMISPHERE are present in these regions, and have become ever reliant on this water supply especially since their allocations have been cut in the MDB...so you get an idea of the scale of some of the business investment dollars poured into these regions by private food producers.

Now even though some of these aquifers are NOT LINKED IN ANYWAY to the surface water that is the Murray River, they all have recently come to the attention of "the powers that be", who of course in their infinite kindness, want to "study" and "re-evaluate" water allocations and rules.

OF COURSE, this is all under the guise of helping us, the people, so we have "sustainable water supplies" , and heck most people fall for this "we the government are trying to help you by spending lots of money on this...see how much money we are spending, it says so on the 6 o'clock news...now lets all hold hands under the rainbow", as they fall for all the bogus CSIRO and other reports about the MDB and how our great government is "helping to save it".

What they are really doing is using taxpayers money to help fund research and operations such as water diversions and storage, water buybacks , restrictions and exit packages that are either eliminating, shaking out and/or ruining family farms, private food producers, from the smallest, to the largest which turn over hundreds of millions of dollars, no one is immune to this.

All the while there IS NEVER ANY TALK OF CREATING NEW WATER SUPPLIES for food production in recent times.

Now i have been suspicious for a number of years as to why they didnt start with this groundwater earlier, as they did with the MDB, and i came to the conclusion that they simply cant, because the subterranean geology is too complex and difficult to map, understand and control (unlike surface water) and the water levels cannot be manipulated or diverted without GREAT difficulty and much research...

Well along comes the $30 Million dollar groundwater research facility i linked to above, with objectives such as this listed on their website..

"The centre will train a new generation of scientists in advanced hydrogeological and related technologies"

Translated (for me anyway) it reads...WE WANT TO FIGURE OUT HOW THIS SUCKER WORKS AND CONTROL IT, and if we throw enough coin at it, we will figure it out and own it.

Research facility partners include some of our well known mates such as United Water (KBR Halliburton owned) and others. No suprise there, they dont even try and hide it, its all right there on all of their websites, i mean why would they, since most of us are stupid sheeple eaters that dont know any better and the rest are just conspiracy loons right? Malcolm Turnbull first mentioned this research facility when he was the Water Minister in the previous Howard government as part of their so called Murray-Darling Basin $10 billion dollar rescue package.

Of course the "Nude erection" (New direction) Rudd government with Penny Wong at the water helm has just picked up where the "other" *ahem* *cough* government left off.

What will this ultimately lead to?

First up, more groundwater allocation restrictions, the first of which have already begun in South Australias south-east (see the article and link i posted above)...it will then spread nationwide as this "new" research centre "tells" us that the previous models of aquifers recharging or aquifer drawdown levels were "wrong" and the water is now much "scarcer and finite" than previously thought...

After this, well best case scenario...Aussies, get used to eating unregulated Chinese and other sweat shop slave peasant grown food, or possibly food grown here by TPTB owned companies in these very regions after this big shakeout...

thats if there even will be enough food...maybe they want shortages...maybe they just want to produce it themselves and still keep us "eaters" around, i dont know which is the case...but what i do know is that there is a big shakeout going on...

Add to this all the businesses that will vanish and go under, as they already are in the MDB, and the associated increase in unemployment and poverty.

I know some will view my post as alarmist, those insulated from the goings on in the food producing regions because they are in the city and Woolworths is still full of food and they watch propaganda like the 6 o'clock news and other food features or shows like Getaway or the ones starring the likes of Paul Mecurio or other chefs, which is telling them otherwise...that everything is cranking nicely and all crimson and clover...some serious programming from TPTB to make city people believe that the government is doing all it can do to help with these water and food issues...but things are going from bad to worse as i actually travel these areas, and the towels are being thrown in left right and centre by food producers, large and small, who are now becoming aware that they are being enslaved.

I feel "a change is gonna come" when it comes to what we are now eating and anyone who tries to resist will likely end up like Sam Cooke who previously coined this phrase just before meeting his demise.

Why are the Murray Darling Basin lower lakes empty?

Well, here in Australia, Willy Wonka uses umpa loompas who get funding from Macquarie Bank to buy up all the permanent water rights which are on offer on the open trading market in the Murray Darling Basin...but dont take my word for it, ask one of our federal senators like Nick X who can be found saying the same thing in parliament.

Then the umpa loompas convince the government to allow legislation which permits the building of large dams in the upper reaches of the Murray Darling basin river system to store ridiculous amounts of water that previously flowed freely downstream...while disallowing legislation to build the same dams lower down...

Then the umpa loompas travel downstream and take lots of photos of the lower lakes and the rivers mouth where it meets the sea, which is now much drier because of the dams the umpa loompas built upstream...and they give these photos and camera footage to the media so they can show the people how dry the river is everyday...

Meanwhile, other oompa loompas convince people that harvesting stormwater in our high rainfall coastal cities where 95% of Austtralians live is a bad idea that costs too much, and that desalination plants are bad for fish and cost even more...

And even more oompa loompas tell us that because of the melbourne bushfires, the melbourne dams are contaminated with chemicals and ash and that we must build a new pipeline to remove 75 billion (yes billion) litres of water a year from the murray river system, because of course the dams are polluted with ash, and stormwater costs too much to harvest and desalination costs even more.

Then the oompa loompas tell all the food producers along most of the murray darling basin that their water allocations will be severely restricted and they wont be able to produce the 40% of Australias food they currently produce unless they spent large sums of money to buy more water and are basically producing food without turning a profit....

a form of slavery where the big chain supermarkets here with 80% market domination still get much of the cheap produce they need, and then add large markups to the prices to keep up the multi million dollar profits, for the shareholders of course, the largest of which are british and american corporations...some of which happen to be major shareholders in Macquarie Bank also (awww its a small world isnt it, how cute) but the grower works day and night and makes nothing.

but the oompa loompas arent all bad news, they politely remind the growers that they can "lease" annual water rights from Macquarie Bank, who as you may recall previously, have purchased most of the permanent water rights on offer since the early two thous, and are now leasing it out, at much higher prices of course because now it is "scarce"...

And if ya dont beleive its scarce, just look at the images on the 6 o clock news that shows how dry the lower parts of the system are...thanks for the footage you little orange faced angels...

And lucky for the farmers that Macquarie Bank is so nice to lease the water that they purchased with funding received from such projects as government assisted roadworks and infastructure in both Australia and worldwide, particularly the Texas corridor where they got approvals to do pretty much what they like from George and Jeb Bush, including buying out a Texas media conglomerate comprsing of no less than 40 media outlets.

All of this while Kevin Rudd gives the Australian people 40 billion dollars for economic stimulus.

Yes the oompa loompas have been busy down under, more than just an orange face that stirs chocolate.

And dont forget carbon emmissions, global warming and climate change. I think the muslims have something to do with it too.

i need to sit down and read all your water info Ownoiz ... it's not something i've delved much into but it always amazes me that we can get all this rain, yet our water storages keep shrinking. i was also talking to a scientist a couple of weeks back who told me that as the water storage levels drop, more and more chemicals are added to the supply to ensure its taste etc is not effected -- something i hadnt thought about before.

The problem for us is that the catchments are now too well controlled, and many are linked..on the Eastern seaboard and into SW and central QLD. It is not difficult fo them to hold water back from specific areas...such as the lower lakes...then thats what they film for us to see on the 6 o'clock news.

For example, the recent floods in QLD and NSW...you wont see much or any of that water in the lower Murray, when it could have been, instead the floodplains of menindee lakes and lake eyre are full of water, and so is the ocean ;)

And besides all of this...Northern Australia is so wet, if TPTB wanted...there would be water diverted south...instead of allowing it to run out to sea...mankind has undertaken infastructure projects such as this for thousands of years sucessfully, even before modern technology...countries such as China...if you see their water infastructure projects...well they make Australians look like a bunch of primitive rock apes...and i know the Chinese think it too...

And as for the political puppets who may want to tear information like this apart...the likes of Karlene "Masonic" Maywald etc...even if you can convince people that these activities are untrue (which they aint)...

well you people still have no excuse, you have had many years to create additional water storages, harvest more stormwater and other alternative supplies...and lets just assume what you say is true about food producers as well, that they are also to blame...well you have had time to buyback water allocations as well...high security permanent ones, not the junk low security allocs which actually dont really exist at this point in time...

The courts in South Australia have in recent times become clogged and backlogged with hearings involving "drivers" ;) travelling in unregistered vehicles, as people increasingly resist paying ever increasing fees to "The Crown"

So heres what they have done about it...

Road traffic cameras around the State will begin detecting unregistered and uninsured vehicles from Monday, June 1.
Road Safety Minister Michael O’Brien says all cameras on the network, including speed and red light cameras, can now be used to detect illegal vehicles on SA roads following legislative amendments passed by State Parliament last year.

“The increased detection capability will be complemented by tougher penalties for owners who failure to register and insure their vehicles," he said.

“The maximum fine for failing to register a vehicle will jump from $750 to $2500, while failure to insure will attract a maximum fine of $5000, up from $2500.

“We’re acting to reduce the number of unregistered and uninsured vehicles on our roads which research suggests has risen by around 30 per cent in recent years

Ah, yes the fuckers got me for that here in Victoria (although I wasn't "driving" Missus was) It was over the speed limit of a massive 3km/h So the fine came and then the next week the fine for not registering the car. It was the same as the rego $500.00 fine $500.00 rego fee. :mad:

So yes they have started to use this wonderful technology here. In conjunction with upping the amount of speed camera's on the road from 3500 to over 7000. Everyone know that it's a revenue grabber and they even sarcastically say it on ABC radio.


This is how too really screw the people of OZ who have to have a car because of such long distances.

Another thing is with the Hume freeway they have camera's permanently installed to check the times trucks travel and what rest times they have. That maybe OK but not practical. What get's my goat is the fact that we are being monitored all the time, everywhere you go.

Yep those overhead cameras for trucks are now linked countrywide, so if you drive for example from NSW to VIC or SA and get from point A to point B faster than what they want you to, you will get fined.

I believe those truck cameras are now activated to detect cars also, i read about the ones on SA/VIC border can now get you for unreg and speeding.

On the SA/Vic borders, in 3 seperate main entry places (sturt hwy, mallee hwy and princes hwy) they even have an extra one pointing to the "fruit fly" check points :rolleyes: (they aint just looking for fruit)...so if the workers there wave anyone through without checking their car/truck/caravan they are in the shit also.

They are not only watching us, they are also watching those who are watching us.

Not that it does much other than monitor traffic offences, the runners just use the always present dirt backroads to avoid the hotspots.

Before GPS...
Early 90's to mid 90's cars have chips with vehicle data (make, model, VIN etc) and vehicle management programs in the chip. The chip must be removed and modified to change code, then refitted...

Mid-late 90's till present have writable computers, containing downloadable programs, which can be acessed with the correct software via plug and play, and either downloaded and modified on a windows based PC or similar, then uploaded again, OR altered on the fly, while the vehicle is operating. Every facet of the vehicles operation is in this code, it is very comprehensive. It can also record data, speeds, airbag deployment etc, for example like a black box after an accident.

Usually it is only the vehicle manufacturer, or TPTB, that has the software to 'access all areas' ... unless someone makes a hack program...

For example Ferrari service centers were using stand alone touch screen tuning stations to change vehicle programming since the mid 90's...355 era...for their road cars...plug and play...the technology was perfected in Formula 1 and has now filtered to all production cars.

And that is the worst part of modern writable vehicle computers...

They have the ability to be accessed remotely (no cable - wireless) when fitted with bluetooth or similar transmitters, this is already a reality on some models, and is used for example if you report your vehicle stolen, the manufacturer can shut it down while it is in motion. It can also be used to modify the engine management mapping while the vehicle is in motion...or read vehicle information, VIN number etc...and read current operationg conditions, speeds rpms etc...

so its plausible that registration details that have been uploaded...could be read when driving through suitably equipped check points that can 'read' the information...

Models with writable computers, but not fitted with transmitters, can be retrofitted, but its not very likely that governments would be doing this IMO, even though it is possible to do this to mid to late 90's and newer cars.

But yes, late model cars have the potential, well the quote from 2fast 2furious isnt hollywood make believe i assure you...

THOUSANDS of landholders on Melbourne's urban fringe will be hit with a $95,000 a hectare tax if they sell, subdivide or develop their properties.

The Victorian Government has decided to collect the tax on the sale of land, greater than 0.4ha, rezoned for urban growth.

So far, about 2675 landholders have received letters from Melbourne's Growth Area Authority outlining the new charge, which will apply if their land is rezoned as part of major review covering 50,820ha of rural land

Ah, yes the fuckers got me for that here in Victoria (although I wasn't "driving" Missus was) It was over the speed limit of a massive 3km/h So the fine came and then the next week the fine for not registering the car. It was the same as the rego $500.00 fine $500.00 rego fee. :mad:

Yes, c#nts...no other way to say it...another example of us getting ripped off more than the rest of the world, i am well aware of what peeps in other countries can get credit at compared to us.

I have been wondering, that there must be a way to completely bypass these a-holes and borrow money from overseas, the USA for example. I am hoping to research this in a few months when i have time as i am very busy now. Maybe along the lines of setting up a business name or account overseas, and if you say have a home mortgage or whatever, set up some kind of operation on that property here in Oz (even if it is a shill, or think of a small scale idea and actually make it exist, even if it just for appearances) and transfer the property into the business...something like that...i mean how many US and UK corps are already in Oz investing and expanding...im sure they dont go down to the likes of the f#cking Commonrip bank to get finance...i know we arent corporations but there must be a way.

The reason i say this, is because i am bypassing many many local offerings of late, and buying shit from overseas, im talking about things that are actually made overseas, not made locally, things we cant or dont get locally made, and the a-hole big companies just make a phone call, bring it over in a container and add ridiculous margins to rape us all...IM THINKING LOANS COULD ALSO FALL INTO THIS CATEGORY...since the big banks here (or should i say barclays and JP morgan chase shills)..get their funding at the low rates from overseas...there must be a way...

I dont have any loans out ATM from any financial institutions...(i would like to be able to borrow again in the future withouit being raped)...but i still have steam coming out of my ears at these a-holes, especially when i see the politicians like Gillard appearing on TV, 'acting' like they are angry and 'telling the banks off' etc...its all a load of bullshit, they are all puppets telling the people what they want to hear, it makes me sick...if one looks at the major shareholders of some of these banks...it just leads back to London...sometimes via NY...but ultimately London...just like the 'crown' that employs our politicians...

In a landmark 2-1 majority judgment this morning, the Full Court ruled Section 14 of the Rann Government's Serious and Organised Crime Act was not a valid law.

THE Rann Government's controversial control orders on outlaw bikie gangs have been declared invalid by the Full Court of the Supreme Court.

In a landmark 2-1 majority judgment this morning, the Full Court ruled Section 14 of the Rann Government's Serious and Organised Crime Act was not a valid law.

The court ordererd that a control order placed on Finks Motorcycle Club member Donald Hudson in May was therefore "void and of no effect".

Justices David Bleby and Trish Kelly ruled the section of the law which prevented named bikies from associating with each other was invalid, while Justice Richard White found the law was valid.

The judgment is a major setback for the Rann Government's efforts to clamp down on outlaw motorcycle gangs.

Attorney-General Michael Atkinson said the Government had been right to introduce the legislation and would seek urgent advice from the Solicitor-General as to its next move.

He said the court's decision only affected Section 14.1 of the Act - and police could still use Section 14.2 to obtain control orders against bikies.

"The main difference between sections 14.1 and 14.2 is that police in the latter must prove that the defendant's organisation exists for the purpose of organising, planning, facilitating, supporting or engaging in serious criminal activity and represent a risk to public safety and order," Mr Atkinson said.

Reaction to the ruling

But Mr Hudson's lawyer, Craig Caldicott, said the Full Court judgment was a victory for the "little guy".

"I think it's a great judgment for my clients, we have been vindicated. We have said from day one that section 14 of the Serious and Organised Crime Act is invalid, it's draconian and it's basically un-Australian," Mr Caldicott said.

"(The decision) helps the little guy. This is all about freedom of association, this is all about people choosing to mix or associate with anyone they like."

Justice Bleby said he handed down today's ruling "in the firm expectation that this case is not stopping here".

Mr Caldicott said he also expected the State Government would not accept the ruling.

"They will probably try to rush through legislation to fix it or appeal to the High Court because they certainly won't like this decision, and this government is very quick to act on things it doesn't like," he said.

Opposition leader Isobel Redmond said the ruling was an "illustration of the failure of the Rann Government to effectively tackle crime".

"This legislation was rushed through Parliament by an arrogant, impatient and sloppy government," Ms Redmond said.

"Mike Rann and his Ministers should hang their heads in shame - their sloppy work has allowed bikie gang members to thumb their noses at the law and return to their criminal activities with inflated confidence."

Family First MLC and former Liberal government police minister Robert Brokenshire said the judgment was "embarrassing" for the Rann Government.

"It is high time that the Premier started to resource the South Australian police properly and keep himself out of the media when it comes to bikies," Mr Brokenshire said.

"What we really need, rather than costly court battles and spin, is greater resourcing into Operation Avatar so that police, at an operational level, can infiltrate and get into the face of bikies on the ground."

Mr Brokenshire said the Rann Government's "media spin" about bikies was "counterproductive and in fact undermines the important work of police in breaking up organised crime".

A small group of outlaw motorcycle club members were in the court for the ruling, including at least one member of the Rebels Motorcycle Club, which was to be the next group to be declared an illegal organisation.

The member of the Rebels said the the Government had failed in its efforts to divide and conquer outlaw motorcycle clubs.

"For sure, it's had really the opposite effect, we meet every Monday to discuss things, we are raising money for the fighting fund for all this, even the Christian clubs, we are all in this together," he said.

United Motorcycle Council of South Australia spokesman Mac Hayes also welcomed the "momentous" ruling.

"These laws were never about motorcycle clubs and their members. They were a disgraceful attempt by the Government and police to trample long-standing legal and civil rights of all citizens," Mr Hayes said.

"No doubt the Rann Government will claim today's decision is a victory for crime. Nothing could be further from the truth.

"The police already have extraordinary powers to fight crime, including the ability to conduct unannounced property searches and phone taps. These laws were about stripping away long-standing rights from all South Australian citizens."

The Rann government is set to go ahead with compulsory acquisition of thousands of acres of beachfront land on the coasts of South Australia, under the guise of environmental protection.

Most of this land is owned by farmers, and some had potential as future beachfront real estate, that is, until the Rann government came along and decided to take it forcefully.

Cant find a story link now, will post when i get it.

Land theft and a blatent land grab.

That being said, no land is never really ours now is it ;) we are merely tenants, in their laws and systems, true ownership is an illusion, once again demonstrated in this case.

And there will probably be plenty more to follow, in other states of Australia also, and probably not confined to prime waterfront land either, just any prime land.

Opposition Leader Eric Ripper has banned two of his senior frontbenchers from discussing Labor's uranium mining policy publicly as deep divisions over the issue threaten to split the party.

Mr Ripper carpeted shadow treasurer Ben Wyatt on Thursday night over comments to the Kalgoorlie Miner newspaper late last month.

Mr Wyatt told the newspaper Labor would have to accept that uranium mines would open under the Barnett Liberal-Nationals Government and a future ALP administration would not close them.

The State ALP still has a "no uranium mining" policy but Mr Wyatt said it would be "nonsensical" for a future Labor government to close the mines.

"The sovereign risk alone - I mean the level of compensation that would require - would simply not make it a sensible use of taxpayers' money," Mr Wyatt said.

Mr Ripper said yesterday the question of whether Labor would close uranium mines once it regained office was "hypothetical" because there was every chance a mine would not be in operation by that time.

But Mr Ripper's uranium spokesman, shadow mines minister Jon Ford, said uranium promoters should not think a Labor government would stick by approvals given by the Barnett Government.

"I don't want to give any confidence to the mining industry in relation to uranium mining," Mr Ford said.

On Thursday, Mr Wyatt went to the meeting in the Opposition Leader's Parliament House office in the company of shadow minister for State development Mark McGowan but Mr Ripper refused to let Mr McGowan into the room.

Instead, Mr Wyatt, from the party's Right faction, was ushered into the presence of Mr Ford and shadow environment minister Sally Talbot, both leading members of the party's left-wing metalworkers' union faction. Ms Talbot is the State ALP president.

_The West Australian _understands that during a heated conversation, Mr Wyatt was told Mr Ford would have sole responsibility for commenting on uranium mining despite the Treasury portfolio having responsibility for the royalty revenue that would flow from the industry.

In the Kalgoorlie Miner article, Mr Wyatt floated the idea of uranium royalties being tied to a future fund that would be used for regional development but Mr Ford said yesterday it was not the shadow treasurer's role to "speculate on a royalties scheme".

Mr McGowan refused yesterday to discuss the party's uranium policy and why he was barred from attending Thursday's meeting.

Asked to deny that he had been gagged on uranium, Mr McGowan gave a firm "no comment" and referred all questions to Mr Ripper.

Mr Ripper said Thursday's meeting was a "demarcation issue".

Australia potentially faces a very similar situation to Britain because the next election could very well end in a hung Parliament. The Australian Senate is already hung, giving independents and small parties such as the Greens, exaggerated voices. When voters are disillusioned with both major parties, they tend to express their frustrations and disenchantment by supporting minor, independent parties, such as the Greens.

It is obvious that the powerful interests influencing things from behind the scenes are trying to split the unity within the Labor party, which currently holds government. The Australian Prime Minister, Kevin Rudd, is presently facing an onslaught in the media, and from the rich and powerful mining and business sectors, all of which are controlled by the Qualas behind the scenes. The apparent reason for the onslaught against Mr. Rudd is his introduction of a planned super profits tax on the mining industry – but the real reason, as will be explained, is that Mr. Rudd has upset the ruling elite.

At the behest of the ruling elite, the Prime Minister ran up huge debts for implementing a stimulus package during the recession. Mr. Rudd angered the ruling elite and their lackeys by giving stimulus cheques directly to the people to spend as they saw fit. This benefited many people at a time of need, and the injection of money into the retail sector gave a temporary boost to Australia's economy. The stimulus measure was too effective. The bottom line is that the ruling elite are trying to destroy Australia's economy. They had hoped Mr. Rudd's stimulus package would be less effective, and that the newly-created debt would severely hamper Australia's ability to recover from the recession. This is because when poverty strikes a nation, the people are much easier to control. The ruling elite have an agenda to eliminate Australia's democratic, self governance.

Assuming the rich and powerful are angry with the PM, the following analysis makes more sense. Australia is still in a fragile state of economic recovery. Any form of problem could send it right back to the start of it. It is obvious that someone who is advising the PM regarding finance and the economy is under pressure from the ruling elite. That person, or persons, has convinced the PM to introduce the super profits tax on mining activities. While there are many good reasons for increasing taxes on the mining industry, the timing of its announcement amounts to political suicide. As could be expected, Mr. Rudd's approval rating dropped dramatically upon announcing the plans for the new tax. There is simultaneously so much internal stirring within the PM's own party that there is even discussion concerning a possible spill motion to remove the sitting Prime Minister! The internal strife is being orchestrated by the ruling elite to destabilise the party from within.

Another thing that the ruling elite is doing to destabilise the government at this time is to direct an unending fleet of refugee-laden boats to invade Australian waters. It is not an accident, nor a co-incidence, that more and more asylum seekers are arriving in boatloads in Australia. This is part and parcel of the ruling elite's plan to destabilise Australian governance.

The plans of the ruling elite are extremely complex, and are often made to appear to be natural occurrences that are unrelated to one another, making it very difficult to get a handle on what the ruling elite are doing. For instance, excessive refugee influx is caused by ruling elite sponsored wars. Few would suspect that one of the desired consequences of the wars is to flood the world with refugees. The influx of asylum seekers stirs many different issues in the country being deluged by them. These include religious, cultural, language, economic, democratic, moral, legal and racial issues, among other things. There is a primary objective, which is that the ruling elite are trying to take Australia's self governance from the people. The above-listed issues are side-tracking Australians and causing infighting whilst the house is on fire! There are enemies from without and within who want to take individual freedom away from Australian citizens.

The ruling elite do not want anyone in power who can think independently and will sincerely try to improve things for the people. They want people who can be manipulated into doing what they want done. Mr. Rudd is very obviously facing internal sabotage within his own party. Otherwise, he would never have presented the ill-timed super profits tax, and would already have abandoned it upon seeing the resultant backlash.

To compound this situation that government faces, the opposition party, which is composed of a coalition of the Nationals and the Liberals, cannot make much headway in the polls. The opposition leader, Tony Abbott, is in a similar position to Mr. Rudd – the ruling elite do not like him either!

With the stage so set, and an election looming, suddenly the Greens and other minor parties are making headway. The polls show the Greens gaining rapidly, with some saying that they could take 20 percent of the vote in the next election. This would be a huge increase, as the Greens have never drawn anywhere near that number of votes.

With the ruling elite backing the Greens in order to try to achieve a hung Parliament, Australian politics could be in a precarious state. Whenever the Parliament is hung, the British Sovereign gains significant power over the government. The Australian Parliament faces the ever-present threat of dissolution of government if it is deadlocked. This is why so many Australians want Australia to become a republic and cut ties with the monarchy. They want REAL independence and REAL self government. A deadlock can easily be manoeuvred if the Greens adhere to the ruling elite's demands.

Whilst people still have the voice, they need to speak out. A hung Parliament in Australia is dangerous to Australian democracy. It could jeopardise the amount of self government that Australia has so patiently and gradually acquired over the centuries. Ironically, the very parties responsible for eliminating many rights of Australians are, for the time being, the people's best protection for preserving democracy.
