Operation paper clip partly to do with Nazi scientists aided in escape to come and work for the CIA amongst others after the second world war until the modern day. trauma based mind control and creation of multiple personality disorder(DID) decompartmenatlised personalitys.

We're all targets of 'MK ULTRA', if you live in the United States, it's now known as, 'MK EAGLE-CLAW'.............they've been transmitting micro-waves through our tv sets and phone lines since the late 80's. And you thought fiber optics was for better quality cable.......

Yes, MK Ultra is old school ancient technology compared to what they have these days. They rely more on machines ....It's been admitted on TV, that the American Military used Harrp technology agains the Iraquis, beaming frequencies to effect their mind and body, basically disorientating them and rendering them useless to fight.
It's all connected, seems this is the real reason why NASA put all those sattelites up in space, to spy on whoever they want to and use none lethal weapons as they call them. Add to this the cellphone towers and other stuff used as a carrier waves to control people.
Theres storys that these weapons can kill, certainly they could and probably are used fro crowd control and targeting individuals. Just the tip of the iceberg.
