Every petrol pump in Britain will be prepay by 2011 because of the rise in fuel theft, say industry bosses.

The soaring cost of unleaded and diesel has seen an increase in instances of people driving off from forecourts without paying.

Petrol retailers say their fuel theft bill has risen by several million pounds.

Prepay pumps would prevent petrol theft

The prepay system, where drivers have to swipe a debit or credit card at the pump before they can get any petrol, is already used widely in the U.S.

The amount the driver has spent is automatically deducted from the swiped card, making it impossible not to pay for filling up.

Some UK forecourts already have the prepay system, particularly those at supermarkets.

Petrol stations will still be manned by staff selling items from the shop, such as sweets, sandwiches and road maps.

Britain has not rushed to introduce the system because around one in three drivers still pay in cash.

This is thought to be particularly common in rural areas, where many buy fuel £10 or £20 at a time and pay by cash as it is quicker and easier to budget for.

But recent increases in petrol prices means it is costing more to fill up a car, so drivers are using cards to pay.

Petrol Retailers Association boss Ray Holloway said: 'The industry's fuel theft bill has risen by several million pounds a year.

'One forecourt owner told us he was losing around £1,400 a month.'

what a load of nonsense what the hell are under 21's who don't have steady bank accounts constantly full enough to use a card going to do if they cant use the 20 quid they got in their room at home. and they expect the less able i.e elderly and disabilities to constantly pay by card.
absolute farcial decision

yeah its a way to make sure every one has a bank account -so they can monitor everybodys cash flow..........and where its going.........all this direct debit is the same thing-they are phasing out post offices...and soon you wont be able to pay bills without direct debit.
same with store club cards -its soo they can see what food you buying and how much ect ect.........
pretty soon you wont even see cash---it will all be transactions through a card.

i hate direct debit myself -because i no longer feel in control -also you have to keep a keen check on your balance -ive had folk helping themselfs to large amounts out of my account when they had already took payment for that month-i bet that goes on all over the country-and they get away with it -cause folk have to be on the ball.

Pre-pay is already happening in many parts of New Zealand -- guess it's just a matter of course when you are engineering a third world war based on the premise that petrol is in short supply.
