CARACAS, Venezuela (AP) - President Hugo Chavez announced Monday he would pull Venezuela out of the World Bank and the International Monetary Fund, a largely symbolic move because the nation has already paid off its debts to the lending institutions.
"We will no longer have to go to Washington nor to the IMF nor to the World Bank, not to anyone," said the leftist leader, who has long railed against the Washington-based lending institutions.
Venezuela, one of the world's top oil exporters, recently repaid its debts to the World Bank five years ahead of schedule, saving $8 million. It paid off all its debts to the IMF shortly after Chavez first took office in 1999. The IMF closed its offices in Venezuela late last year.
Chavez, who says he wants to steer Venezuela toward socialism, made the announcement a day after telling a meeting of allied leaders that Latin America would be better off without the U.S.-backed World Bank or IMF. He has often blamed their lending policies for perpetuating poverty.
Chavez wants to set up a new lender run by Latin American nations and has pledged to support it with Venezuela's booming oil revenues. The regional lender, which he has called "Bank of the South," would dole out financing for state projects across Latin America.
Chavez has criticized past Venezuelan governments for signing agreements with the IMF to restructure the economy - plans blamed for contributing to racing inflation.
Under former President Carlos Andres Perez in 1989, violent protests broke out in Caracas in response to IMF austerity measures that brought a hike in subsidized gasoline prices and public transport fares.
Enraged people took the streets in violence that killed at least 300 people - and possibly many more. The riots came to be known as the "Caracazo," and Chavez often refers to it as a rebellion against the status quo.
During Sunday's talks with leaders from Bolivia, Nicaragua, Cuba and Haiti, Chavez predicted that "sooner or later, those institutions will fall due to their own weight."
"They will wear away - the International Monetary Fund, the World Bank and all those institutions," Chavez said.
Bolivian President Evo Morales raised complaints about a World Bank body that mediates disputes between governments and foreign investors. He said governments never seem to win their disputes against transnational companies at the World Bank's International Center for Settlement of Investment Disputes.
Chavez suggested that Latin countries could instead create their own arbitration body for disputes with big companies.
Venezuela is not the only country in the region distancing itself from international lenders.
Nicaraguan President Daniel Ortega said Sunday that he hopes to "get out of that prison" of IMF debt and that "we are negotiating with the Fund to leave the Fund."
Ecuador's leftist president, Rafael Correa, recently asked the World Bank's representative there to leave and said the country paid off its debt to the IMF. Argentina also has paid back billions of dollars to the IMF.

Maybe Huga Chavéz should make a deal with china so they can get out of OPEC grip and do the sensible thing.

But then again, it's double sided. The Amero and american union is underway and the disaster of the dollar would be used to promoted the new currency and cooperation.

my respect for chavez grows higher and higher. I would expect these latest developments, along with privatising the last of the venezuela oilfields, are good news, lets hope some other countries have the balls to follow

U.S. companies ConocoPhillips, Chevron, Exxon Mobil, Britain's BP, Norway's Statoil and France's Total agreed to obey a decree to transfer operational control Tuesday, although the OPEC nation complained ConocoPhillips was somewhat resistant.

whether it's been planned that way or not? can't say, but it's not impossible.

wow, interesting article there umbrex, the dollar's day is numbered thats for sure, not sure if it's a good or a bad thing. some of me can't wait, that some americans can see what it's like to have a currency with little or no value.

well, tbh i think that if this is to have a negative effect on the NWO, it has to happen before 2009 so it at least hurts achieving their current goals, before they use it as an excuse to implement NAU and fuck the world over with the introduction of the amero.
On a sidenote; what happnes with the liquidity of the rest of the world ?
Will the dollar simply get cancelled ?
Will USA be so generous to make an exchange dollars for amero system ?
If/when this happens it has the potential to have dire consequences for the rest of the world. but i am no economist, so would appreciate it if someone with more insight could elaborate on this =)

WASHINGTON, June 14 (RIA Novosti) - The United States Senate will consider a bill expanding intelligence-gathering efforts as a way of improving energy security, including in view of the "unpredictability" of Russia and Venezuela, the chamber's secretariat said Thursday.
U.S. authorities have been increasingly concerned about the intensifying partnership between Russia and Venezuela, the world's leading oil producers. Washington has accused their leaderships of failing to uphold democratic values.
The new U.S. bill says American intelligence must inform the country's legislators of the pursued or planned policies of the leading oil producers, and about the economic and geopolitical effect of their energy strategies and their influence on energy cartels.
The move follows announcement of a source in the Russian shipbuilding industry who said Thursday Venezuela was close to striking a deal with Russia on buying several diesel submarines for its Navy. The South American country has been vigorously pursuing modernization of its naval fleet to counter a possible U.S. blockade of its oil fields.
One of the authors of the bill, Senator Ron Wyden (D-Ore.), said that apart from the Middle East, the U.S. was faced with other challenges, including the continuing growth of such leading energy consumers as India and China, and the policies of what he described as less predictable governments like Russia and Venezuela.
The Russian-Venezuelan submarine deal could be finalized during the visit by President Hugo Chavez to Russia June 29, prior to President Vladimir Putin's visit to the U.S.

MOSCOW, June 15 (RIA Novosti) - Venezuelan President Hugo Chavez will visit Russia on June 28-30, the Latin American country's embassy in Moscow said Friday.
"The leader of Venezuela will stay in Moscow on June 28-29 and visit Rostov-on-Don [southern Russia] on June 30," the embassy's press officer said.
The Venezuelan diplomat did not specify the purpose or the agenda of the visit, but Russia's popular Kommersant daily reported Thursday that Venezuela had approached Russia with a request to build nine diesel submarines, five of the Project 636 and four of the project 677 Amur.
The value of the contracts, depending on the final size of the order, is estimated at $1-2 billion, the paper cited its own sources in the defense industry.
The Project 636 design is a generally improved development of the Project 877EKM Kilo class that represents an interim design between the standard Kilo-class and the new Lada project.
The submarine has improved range, firepower, acoustic characteristics and reliability, and it is actively promoted on the world markets by the Russian state-run arms exporter, Rosoboronexport.
Russia has repeatedly stated that it would actively participate in the modernization of the Venezuelan armed forces until 2013.
In 2005-2006, Venezuela ordered weaponry from Russia worth $3.4 billion, including 24 Su-30MK2V Flanker fighters, Tor-M1 air defense missile systems, Mi-17B multi-role helicopters, Mi-35 Hind E attack helicopters, and Mi-26 Halo heavy transport helicopters.
The country also purchased 100,000 AK-103 Kalashnikov assault rifles from Russia in 2005.
With the addition of arms contracts signed in 2006-beginning 2007, Venezuela has become the world's second largest importer of Russian weaponry after Algeria, which signed arms deals with Russia worth $7.5 billion.
Kommersant said that the submarine deal could be finalized during the visit by Venezuelan President Hugo Chavez to Russia on June 29, prior to President Vladimir Putin's visit to the United States.
The submarine contract, if concluded, could become an additional irritant in the already testy relations between Moscow and Washington.

The Venezuelan government has bought the country's leading privately-owned power provider, marking a new phase in its nationalisation programme.
The state is to pay $740m (Ł378m) for the 82% stake in Electricidad de Caracas owned by US company AES Corp.
In private hands since 1885, the firm provides power to the capital, Caracas.
Key resources such as power and oil are being brought under state control to fulfil President Hugo Chavez's vision of a "socialist economy".
Public ownership
The country's leading telecommunications firm is also being nationalised.
The Chavez government argues that public ownership of key industries will enable Venezuela to channel its natural resources better for the benefit of its people and tackle poverty more effectively.
However, the nationalisation drive has worried foreign investors and affected the country's stock market.
Despite taking control of Electricidad, ministers said that minority investors would be permitted to keep their shares if they wanted.
"We are preserving the integrity of the minority shareholders," said Rafael Ramirez, president of state-owned oil firm Petroleos.
In a ceremony in Caracas, AES president and chief executive Paul Hanrahan said the process had been conducted in a "fair" manner, in line with Venezuelan law.
"We strongly believe in Venezuela and in EDC as a company," he said.

MOSCOW, June 18 (RIA Novosti) - Venezuela is planning to procure up to 10 modern diesel submarines and several Tor-M1 air defense missile complexes from Russia, a source at a Russian think tank said Monday.
Russian business daily Kommersant said last week that during his visit to Russia, Venezuelan President Hugo Chavez could finalize a deal to purchase Russian diesel submarines for the Venezuelan Navy. The contract reportedly is for the supply of five Project 636 Kilo-class diesel submarines and four state-of-the-art Project 677 Amur submarines.
"Most likely, [Venezuela] will buy five Project 636 submarines with missile systems..., but it could end up buying nine [submarines]," said Konstantin Makiyenko, Deputy Director of the Center for the Analysis of Strategies and Technologies (CAST).
The expert said the multi-billion dollar contract could be split into two or three parts, and include construction of submarine bases and training of submarine crews.
He also said the future deal would not be limited to procurement of submarines, but could include the purchase of advanced Tor-M1 air defense missile systems.
"It might be a multiple-deal contract...and in addition to submarines Venezuela will purchase Tor-M1 systems," Makiyenko said, adding that the country has long been seeking to acquire coastal anti-ship and air defense complexes "that the country desperately needs at present."

The Tor-M1 all-weather surface-to-air missile system is designed to protect military and civilian facilities against sudden attacks by cruise missiles, smart bombs, fixed- and rotary-wing aircraft, and unmanned aerial and remotely controlled assault vehicles. The system is capable of performing combat missions in any climatic conditions.

What I like about Hugo Chavez is that he plays it smart.
He does everything legally, without some revolution crap as Castro did in 1959 when he overthrew Fulgencio Batista.
I think the reason the Latin American nations didn't do it right before is because of their emotions and lack of experience.

Jurors in the USA v. Citgo criminal trial are expected to hear closing arguments from both sides on Friday in federal court.
After more than four weeks, lawyers from both sides rested their cases Wednesday afternoon after hearing from the last two witnesses for the defense. Judge John Rainey also questioned the 12 jurors and two alternates individually in the afternoon about their exposure to media coverage of the trial to avoid a mistrial.
Citgo and its environmental manager Philip Vrazel are accused of violating the Clean Air Act between 1993 and 2004. Citgo was indicted in August on two counts of operating its Corpus Christi refinery's East Plant in violation of the national emissions standard for benzene waste operations and two counts of operating open-top tanks as oil/water separators without first installing the emission controls required by federal and state regulations.
The indictment against Citgo also contends that Vrazel failed to identify all the points in the refinery wastewater system where benzene was generated in 2000. Benzene is a carcinogen compound involved in processing crude oil.
Citgo's subsidiary, Citgo Refining and Chemicals Co., and Vrazel also face five counts of violating the Migratory Bird Treaty Act in connection with accusations that officials illegally took protected birds that were found coated with oil as a result of landing in the open-top tanks.
The final witnesses in the case testified about Citgo's wastewater processes and a rating received in 2003 by the Texas Commission on Environmental Quality.
Davis L. Ford, an environmental engineer, testified on the uses for Tanks 116 and 117, accused by the prosecution of being the open-top tanks where the birds landed, and the overall process of Citgo's wastewater treatment. His testimony began on Tuesday and resumed Wednesday morning, continuing until mid-afternoon.
Ford testified that he had not conducted a thorough inspection of Citgo's Corpus Christi complex since the 1980s and had not been at the complex, except for a visit to an East Plant conference room, since the 1990s. The defense called on him to explain how Tanks 116 and 117, accused of being used as oil/water separators, could have been used as equalization tanks, which don't require a roof.
The second witness, lawyer Eric Groten, was hired in 2002 by Citgo while at the firm of Bracewell and Patterson to handle an appeal on a Texas Commission on Environmental Quality performance rating. He testified during direct and re-direct examination by lead defense attorney Dick DeGuerin that the company's rating was changed from poor performer in December 2002 to average performer in January 2003 because the commission made a mistake in calculating the score.
Howard P. Stewart, lead prosecutor, asked if Groten had evidence to prove the commission had made an error, to which Groten said he didn't. Stewart contended that the rating change didn't negate the initial poor-performer rating.
Lawyers will use today to prepare for closing arguments.
Trial resumes at 9:30 a.m. Friday.

MOSCOW, July 2 (RIA Novosti) - Iranian President Mahmoud Ahmadinejad and his Venezuelan counterpart Hugo Chavez launched Monday the construction of a petrochemical plant south of Tehran in a move to boost bilateral energy cooperation, an Iranian news agency said.
The construction of a methanol-production facility, with an annual capacity of 1.6 million tons of methanol, in the town of Assaluyeh on the Persian Gulf coast, is expected to be completed in 2011.
"The nations of Iran and Venezuela are developing their countries and trying to form a new world for themselves and other free nations," the IRNA agency quoted Ahmadinejad as saying during the launch ceremony.
The $700-million project will be implemented by Iranian and Venezuelan contractors, with 51% of the stake belonging to Iran and 49% to Venezuela. The countries have also agreed to build a similar plant in Venezuela.
Chavez arrived in Iran Saturday on a two-day visit, his third in the past two years.
Chavez has repeatedly declared his support for Iran's peaceful nuclear research, which has come under tough international sanctions, as the United States and some other Western countries suspect the Islamic Republic is pursuing a covert nuclear weapons program and are demanding a halt to its uranium enrichment.
"Developing nuclear energy for peaceful ends poses no global threat. The real threat is represented by the nuclear arsenals of the U.S. and its allies. They should be the first to serve as an example by destroying their stockpiles of weapons of mass destruction instead of persecuting Iran for its ambitions towards technical progress," Chavez earlier said.
In response to the statement, Ahmadinejad called Chavez his brother and leader in the struggle against American imperialism.
Tehran and Caracas signed a joint declaration on a strategic alliance during Iranian President Mahmoud Ahmadinejad's visit to Venezuela last September, and clinched a series of deals on economic cooperation, including in the oil, metallurgical, machine-building, and pharmaceutical industries, as well as on cultural and educational projects.
The countries have set up a $2 billion fund to implement the projects.
