The whole Anthrax story was a pysop on two levels. Firstly it kept the public scared and prolonged the "terror". Secondly it managed to scare the shit out of anyone who questioned the Patriot act.

also ineresting to note that the story got dropped from the media when it came out that the type of anthrax used was military grade from Ft. Dettrick and from nowhere else.
