I looked into milk prices in the EU a while back and the system works something like this.....

Tax payer subsidises production.

Milk producers export at loss and sell cheap abroad. Tax payer pays milk producer for loss differential.

Price of milk goes up in EU because of shortage due to demand from abroad.

We pay more for milk.

Doesn't just refer to milk, it refers to all dairy products. Looking at this, things are getting more crazy with Russian Imports starting! Export of EU foodstuff has also affected prices abroad.
