First, everyone involved should be removed from power and prosecuted to the full extent of the law.

I don't think a human punishment exists which can fully cover all of the crimes these people have committed. If we torture them, then we are as bad as they are.

I'd add that they would receive an RFID chip so they could be monitored 24/7 on a website for everyone on the planet to observe. Even though it's an eye for an eye thing, it would be humbling for the shoe to be on the other foot. I'm not sure it's our place to pass judgement on that which we do not fully understand.

Not saying we should just sit back and take it, but an eye for an eye approach will simply continue the cycle.

We must break free from the cycle. Revenge is not the answer. Indeed who are we to punish someone else? Is that our place?

If we can break the cycle by using a different approach we might be more successful. By hurting somebody else, they would only want to hurt you back, then you would want to hurt them back and it's just a continuous cycle of hurt.

It's possible there are people who are involved who have known nothing but a life of hate, raised in it. Do they then still deserve punishment for crimes they have committed, when this is all they have ever known?

Can you fight hate with hate? Can you fight anger with anger? The answer is, yes, but will the outcome be at all useful? Will you have learned to experience anything different? If the origin of your actions is soley anger, hate, or the need for revenge, wouldn't then the result of this new cycle of action not end in a very similar way? ie. Others hating you, wanting revenge on you, and so the cycle would continue.

The question is then, not what punishment do they deserve, but how can we establish a different cycle of thought and action, where hate, lies, and deception are not the basis of our society.

I can see Child of the Sun's point. Although, it is difficult to feel that way physically, it is easy to speak of.

When a swarm of mosquitoes is flying at and biting us, we are quick to forget that we're "the same being" as the mosquitoes. Especially when our calm efforts to ignore them only seem to bring more and more vampire friends.

There is a point where we are no longer at peace with nature, and we have to decide whether we are going to move our body away from the swarm, swat at the swarm or do something else. All of these actions play a little into the recognition that we are "different beings" rather than the "same being."

Yes, we are all partially responsible for the effects and aftermath of 9/11, and maybe even for the event itself, but when seeking balance and harmony we cannot always ignore who we are. These 9/11-creator "mosquitoes" may be biting, but for me, the pain is hardly noticeable, since - for better or worse - my life hasn't really changed much as a consequence of 9/11.
