The technology for people to make cell phone calls in planes is coming out. So, how could the people on the 9/11 planes make their calls?

Simple:
You've always been able to make calls. Only problem was, that at certain moments of transmission, it would screw up transmission for the pilots. That's why you weren't allowed to.

the planes travelled to fast and high for the phones to be able to connect with a mast... not like driving down a motorway in which the phone seeks out the strongest mast for signal, this could not be done with those phones then from a plane
But this is the whole purpose of not letting you make the calls on the plane, because it would connect through the signal that the pilot is getting from base.
