if the plan is to bring about de-population,why are the UN,US military and others putting so much work into devising non-leathal weaponry?even the police are using non-leathal weapons as a first choice nowadays.isnt this counter productive to 'their' plan?

the just a gimmick. nasty weapons would scare people into an uprise.

it just spin - None lethal , or less lethal sounds better than torture devices or DEW (direct energy weapon)

Plus they do kill somepeople,heart problems etc.Good PR for them.
