The security force that guards Area 51, the "Cammodudes", are not military; they are civillian mercenmaries employed by Wakenhut, I think. They've yet to shoot someone who trespasses on the secret base, but they can legally. The warning signs around the compound state clearly "The use of deadly force is authorized.

That's why I'd never recomend trying to enter Area 51. Wakenhut have a reputation for being brutal and trigger-happy. Their troops have been rumoured to have carried out many atrocities, especially in Kosovo.
