If you take the video above and DL it, rather than watch it, the problem re-appears. Nobody knows what causes this glitch. It's possible that the camera/combined with the mpeg mechanism is revealing hidden layers of reality, just as a camera can catch orbs and fogs.

We don't know what we are dealing with here, but time and time again with these videos, the subjects seem to be aware that something is going on, as we see here.

I wonder if what we're seeing in these Fox clips isn't something intentionally
added to the video. A remnant of some sort of subliminal content maybe.

Or, maybe a new technology for mind control via, say, LCD monitor radiation.
