Well the fact is, we all know why we're here.
Shit's been fucked up in the past, and we know that it's currently bad situations that they're throwing at us.
Like David says in his interview, they throw invisible bullets in the form of situations happening all over.
So they can discuss, discuss, discuss.
And after all the 'discussions' they choose a terrible solution.
