To be fair to entranger - and I know from talking with him that he has the experience to talk of these things - he was asking the very same thing I thought when I read the OP, and the very same thing that most ex-forces people would ask.

Wearing 'native' gear is standard in certain ops; what makes more sense: disguising yourself as a native and so making yourself less suspicious if you're on foot and likely to be seen by locals, or showing off your foreigner's uniform so that every man and his dog can tell who you are?

The fact that these guys were from a recon unit backs up their use of Arab gear as a means of easing their passage and making themselves less suspicious. If they were 'Blackwater' then it might be different...

The afghan example given by the OP isn't exactly relevant, that was a straightforward deception and infiltration, not an 'agent provocateur' operation. What about the 4 security guards kidnapped in Iraq by insurgents posing as policemen? Was that a false flag too? Not very likely.

The bottom line is, unless they were caught planting bombs in civilian areas or carrying plans for an atrocity, then you cannot say this was an 'inside job'.

Explanation of the novel's title

The title refers to the 1968 Nuclear Non-Proliferation Treaty, which (at least in the world of the novel) contained four secret protocols. The fourth, of the protocols, was meant to prohibit the non-conventional delivery of nuclear weapons, i.e. by means other than being dropped from aircraft or carried on ballistic missiles. This included postal delivery services or being assembled in secret, close to the target, before being detonated.
