The higher ups use the structure of astrology to communicate with each other in secret, so that anything they say cannot be taken down and used as evidence. I will attempt to show you how this can be done. Maybe of use to the police or investigation departments.
This can also be used as a guide to learn astrology, though this has not much use for normal astrological practice, and serves as a purpose to understand a new language. A language the higher ups use. A good grounding in this language will make your astrological skills much much better.
I recommend you look up words associated with each sign/house and planet to get an extra grounding.

Above is an astrological wheel with the signs round the OUTSIDE of the circle and the houses on the INSIDE of the circle. Just imagine the signs (starting with Aries on the 1st house and ending with Pisces on the 12th house)
on the outside of the part where the houses are written.
The houses are numbered 1 to 12, with a word for what each house/sign represents.
Now concentrate on house number 3 for communication. Also a look at house number one which is the Ascendant (direct west of the circles middle)
When a person writes or speaks about a thing, you count the number of words, letters in a word, or word itself and put that on the 3rd house. After putting the word, letters of word, or numbers of words on the 3rd house, you flip the chart round so that the chart is now opposite.
Examples:
1) Number of words: Are you coming home for tea tonight. 7 words.
Place 7 (words) on house 3, so that the seventh sign (Libra) is on house three - this puts Leo on the Ascendant. Now flip the chart to it's opposite.
You should have Aquarius on the Ascendant. The real question was involving something Aquarian, an Aquarian word or just the number 11 as Aquarius is the 11th sign. Aquarius is all about TV, fame, friends.
This could mean do you want to be friends, do you watch TV/want a celebrity.
2) Letters in a word: Oh yeah. 6 letters.
Place 6 (letters) on house 3, so that the sixth sign (Virgo) is on house three - this puts Cancer on the Ascendant. Now flip the chart to it's opposite.
You should have Capricorn on the Ascendant. The real saying was involving
something to do with Capricorn, or the number 10. Capricorn is about social status, career, and government.
This could mean the answer to whatever question is about the government.
3) The word itself: Hello. Aries word - greeting.
Place Aries on house 3, so that the first sign (Aries) is on house three - this puts Aquarius on the Ascendant. Now flip the chart to it's opposite. You should have Leo on the Ascendant. The real saying of this was involving the sign of Leo, maybe to tell someone their astrological ascendant.
After looking at the 3rd example, you may be a little confused as to why an astrological word has been inserted instead of a normal word. Each sign/house and planet has a words attached to it, like the dictionary is separated into 12 (for each sign and house) and 10 (for each planet)
You have each sign with a planet associated with it. Taurus and Libra both have Venus associated with it, while Gemini and Virgo both have Mercury associated with it.
The following gives you each sign/house and each associated planet just to make you aware of which house/sign/planet are related with each other.
Aries - 1st house - Mars
Taurus - 2nd House - Venus
Gemini - 3rd house - Mercury
Cancer - 4th House - Moon
Leo - 5th House - Sun
