Video shows fatal shooting at traffic stop

A newly released police video shows that a Cobb County police officer fatally shot a Stone Mountain man during a traffic stop in July seconds after the man stepped outside of his vehicle, pulled his right hand from his pocket and raised it toward the officer.
Officer William Wise's voice can barely be heard over his police cruiser's radio before the shooting, but it sounds as if he is repeatedly ordering Tyciris Jordan, 30, to show his hands. At one point, Wise orders Jordan to stay inside his vehicle. When Jordan gets out, Wise tells him to get down on the ground.

Standing just feet away from Wise in daylight, Jordan eventually removes his right hand from his pants pocket and holds it toward the officer. It is unclear from the somewhat blurry video if Jordan has anything in his hand. He keeps his left hand by his side.
Three shots can be heard as Jordan crumples to the ground. Jordan was unarmed, according to the police reports.
An attorney for Jordan's family says a prosecutor reviewing the case told him Jordan had nothing in his right hand when he pulled it out of his pocket. Other Cobb police officers arriving after the shooting reported that a photo ID was on the ground next to Jordan's sport utility vehicle.
The Jordan family's attorney, Keishan Davis, released the video at a news conference this morning.
"After exiting his vehicle, Mr. Jordan was shot and killed by officer Wise as he stood before him, clearly unarmed and posing no immediate threat," said Davis, who is representing Jordan's estate and 14-year-old son. "He was before Mr. Jordan, just a few feet away from him on a clearly sunny day. He had an opportunity to see Mr. Jordan had no weapon in his hand."
A Cobb police spokesman declined to comment, citing the possibility that the police shooting could be referred to a grand jury for review.
Davis said Jordan's family is considering a federal civil rights lawsuit against the county and Wise, alleging Wise violated state law and Jordan's constitutional rights by using "unwarranted deadly force" against him. Davis sent a legal notice to the county July 26, citing claims totaling at least $20 million.
Davis confirmed he got a copy of the video from Douglas County District Attorney David McDade. McDade is handling the case because the shooting happened just across the border from Cobb in Douglas. McDade did not immediately return a telephone call for comment Tuesday morning. But he said in August he was planning to take the results of a Georgia Bureau of Investigation probe of the shooting to a grand jury, which McDade said is appropriate with police shootings.
Davis also said Tuesday that McDade told him a toxicology report showed Jordan had a substance in his body indicating he used cocaine some time in the 80 hours leading up to the shooting. Jordan had served seven years in prison for drug-related offenses in Massachusetts.
Cobb and GBI officials have declined to publicly release the dashboard-camera video of the incident, citing ongoing investigations. GBI officials turned over the findings from their investigation to McDade last month.
Cobb police say Wise saw Jordan speeding and driving erratically southbound on Austell Road just before 8 a.m. July 5.
Cobb police reports say that after the two came to a stop, Jordan disobeyed Wise's command to stay inside his SUV.
Wise shot when Jordan "moved his right hand from his pocket gesturing in a threatening manner," according to a police report.
