The collective noun for a group of owls is guess what?
A parliament of owls.
Flicking through the book 'An Illustrated Encyclopedia of Traditional Symbols' it says:
The owl is 'ambivalent as the bird of wisdom, darkness and death'.
In old Celtic, Cthonic tradition was known as 'night hag' and 'corpse bird'.
Chinese: Symbolizes evil, crime, death, horror and, funnily, ungrateful children. Also a symbol used on funeral urns to depict death.
Christianity: Satanic forces
Egyptian: Death, night, coldness.
Graeco-Roman: Sacred to Athena/Minerva and an attribute of the Etruscan god of death.
Hindu: Emblem of Yama - god of death.
Japanese: Death, ill omens.
Mexican: Night and death.
The owl sees things in the dark, symbolizing rare or hidden knowledge, which is why it's considered wise - it knows things that you don't. Being a nocturnal creature, it hunts its prey under a cover of darkness and rarely does anything in the light of day. Its favourite method of attack is stealth. The American $1 bill depicts the owl watching it's unaware prey and their equivalent of Parliament worship the owl at Bohemian Grove, and now we know why, the owl is a symbol of death and you'd be hard pressed to find any bigger killers than 'the state'.
And don't get me started on a congress of baboons!
