Javier Solana has brokered peace agreements
throughout the world.
His role as High Representative was initially to be involved
in bringing Russia and the Caucasus regions closer to Europe.
He would also be heavily involved in the Middle East.
He was a key player in brokering Iran's suspension
of its nuclear programme.
Javier Solana has recently taken it upon himself
to personally present Iranian President Ahmadinejad
with a "package of incentives" agreed by six world powers,
a bribe to dissuade Iran from seeking to produce nuclear weapons.

World powers scolded the High Representative
for what they perceived as a "cloak of secrecy"
over the whole affair,
with Javier Solana not detailing what was offered to Iran,
nor reporting what was discussed at the meetings.

He is also involved in trying to bring Turkey closer to the EU.
The current peace process in the Middle East
is also much a result of this man's doing.
Israel initially refused to meet the Quartet
who were pushing for the Gaza disengagement
to kick-start the "roadmap to peace".

Javier Solana is now personally involved
in the EU's peace efforts in the Middle East.
He will be visiting Gaza, Israel and the surrounding nations
to co-ordinate a new agreement brokered with the Palestinians,
the Israelis and the Quartet (EU, UN, US and Russia)
whereby the EU will monitor the Gaza border with Egypt at Rafah.

This is the first time Israel has even allowed a third party
to monitor border crossings during the Israeli-Palestinian conflict.
And that it is the EU is especially significant -
seeing just a few years ago Ariel Sharon told Javier Solana
that the EU should let Israel deal with its own affairs,
for Israelis up until now considered the EU
to be just a financial benefactor rather that a strong regional power.

Javier Solana replied to Sharon that Israel
"had to deal with the EU whether he liked it or not".

BRUSSELS, April 8 (Xinhua) -- The European Union's top diplomat Javier Solana said here Tuesday Israel and the Palestinians could possibly strike a peace deal this year.

He said if the process was not able to be pushed forward "in a dynamic manner by this period of time, maybe we'll have to begin to think that the possibility of an agreement in the year 2008 will be further away."

The time table is "2,300 evenings and mornings."

There are 2,550 days in the seven year period allocated by Daniel 9:27 for the Tribulation, but only "2,300 evenings and mornings" referenced in Daniel 8:14, for daily sacrifice.

This 250 day gap, or 8 1/2 months is the time that will be required for the rebuilding of the Jewish Temple in Jerusalem, after the Antichrist confirms the "covenant."

The summer would see a clearer prospect, said Solana, who noted that the situation in Gaza has become "more relaxed than it used to be."

BRUSSELS, June 19 (Xinhua) -- European Union foreign policy chief Javier Solana has welcomed the six-month ceasefire between Israel and the Palestinian Islamic Resistance Movement (Hamas).

"The truce that came into effect this morning is a very welcome development," Solana told reporters here Thursday. "I hope it will provide momentum for the peace talks between Israelis and Palestinians."

Solana congratulated Egypt "on its successful role in mediating the agreement on the truce which I urge the parties to respect in full."

"The main objective now is that the truce holds. I reiterate our readiness to resume our monitoring mission at the Rafah border crossing point," he added.

Hamas' armed wing announced its commitment to the six-month ceasefire deal with Israel in the Gaza Strip through a leaflet.

The Izz ad-Din al-Qassam Brigades released the leaflet at 6.00 am local time (0300 GMT) in Gaza, the exact moment the truce took effect.

EU foreign policy chief Javier Solana on Saturday presented a new package of proposals to Iran with the aim of ending a six-year nuclear standoff between Tehran and the West. The package calls on Tehran to freeze enrichment in return for some economic incentives.

Mottaki said Tehran’s response to the package depends on the 5+1 group’s response to Tehran’s package of proposals. “We are waiting for the 5+1 group’s clear response to Iran’s package. Surely Iran’s response to the 5+1 package depends on a logical and constructive response to Iran’s package,” Mottaki said in his meeting with Solana in Tehran on Saturday.

The package agreed by the United States, Russia, China, Britain, France, and Germany last month and delivered by Solana is a revised version of one rejected by Iran in 2006.

Ladies and Gentlemen,
Dear Friends,

Dean Acheson's memoirs were called Present At The Creation. The story he tells is how in the post-war period, under US leadership, a system was built that put the world on a new path of international co-operation. His generation was determined to learn the lessons of the 1930s; to avoid economic protectionism and a paralysed League of Nations.

This morning I am delighted that I am, so to say, also present at the creation of something, namely this new initiative on Global Governance. I want to commend Strobe [Talbott] and Carlos [Pascual] for getting this project off the ground, together with the Center for International Co-operation at NYU and the Center for International Security and Co-operation at Stanford. The aim of this project is ambitious and urgent: to launch a new reform effort for the global security system, in 2009.

I am delighted to play a modest role myself.

Globalisation has offered millions a chance to live better lives. But it has also unleashed forces that governments can neither stop not control. You all know the list: terrorism, non-proliferation, climate change, pandemics, failing states. None can be solved by a single government acting alone. So the question is: how do we organise this globalised world? And especially how do we tackle the dark side of globalisation?

These days, there is less obedience. Who wants to be a follower if you are constantly told you can be what you want to be?

THE HOLY BIBLE makes it clear that no one knows for sure the hour or the day of Christ's return in the End Times, but the current convergence of events may be one of the signs we are in the latter days. Relevant to this, one might take note of the activities of Javier Solana de Madariaga of Spain, whom I recently described in Part 2 of a NewsWithViews column about the Dialectic. Solana's grandfather was Salvador de Madariaga, who was chief of the League of Nations' Disarmament Section, Spanish Ambassador to the U.S., and militated for a united and integrated Europe.

As previously indicated, Rhodes scholars Bill Clinton, Strobe Talbott, and Richard Gardner were largely responsible for Solana's appointment as head of NATO in 1995. Currently, he is Secretary-General of the Council of the European Union (EU), and responsible for coordinating its military and foreign policy as well. On November 20, 1999, he also became Secretary-General of the Council of the Western European Union (WEU).

According to attorney Constance Cumbey, an expert on Solana, the EU was pushed by the World Federalists beginning in the late 1940s as part of a movement toward regionalization leading to a world government. President Clinton in 1993 wrote a letter to the World Federalist Association supporting world government (see letter here). And on October 17, 1997, he stated to reporters in Buenos Aires: "What I'm trying to do is to promote a process of reorganization of the world so that human beings are organized in a way that takes advantage of the new opportunities of this era....If we can prove that you can merge integrated economies and integrated democracies, then we'll be more likely to build a global system of this kind."

This "integration" of nations and their economies is an important part of Cecil Rhodes' plan "to take the government of the whole world," and Javier Solana has played a key role regarding European integration. He has also been a key player in the Middle Eastern peace process, with the "carrot" of a Mediterranean Free Trade Zone (including the availability of Libyan oil) by 2010 held out to participants.

The year 2010 also happens to be when the North American Union (integrating the U.S., Canada and Mexico) is to come into existence with a new currency called the Amero. You are probably saying Americans would never allow our country to be absorbed into a Union with 2 other countries. Actually, you will have nothing to say about it. The Amero will be adopted when the U.S. currency goes in the tank. And if you don't believe that can happen, just look at Laurence Kotlikoff's paper, "Is the United States Bankrupt?", in the Federal Reserve Bank of St. Louis REVIEW (July/August 2006), which concludes "that countries can go broke" and "that the United States is going broke."

When the dollar dives, it eventually will be replaced by the Amero, which will then be replaced by the new world currency called the Phoenix in 2018 (see this new currency on the cover of THE ECONOMIST, January 9, 1988).

Regarding the current conflict in the Middle East, I have previously mentioned that according to a 1952 map, Sri Lankans are supposed to police this region when a world government is formed. And you may be interested to learn that 40% of the domestic servants in Lebanon today are Sri Lankans.

At this point, you might be saying Israel will never compromise its national sovereignty and be brought under a world government. But do you really think Israel went as far as it wanted to go in its attack against Hezbollah in Lebanon? No, it didn't, and it was because of strong pressure for a cease fire brought to bear by Secretary of State Condoleezza Rice and Solana, who have been traveling together recently.

Just before Solana became head of NATO in December 1995, he structured the Barcelona conference for peace in the Middle East. According to Constance Cumbey, the resulting peace process goes into effect January 2007, and is a 7-year program which is reviewable midway (three years and six months). Does this sound Biblical? Remember that Daniel 9:27 foretold the breaking of a covenant with Israel in the middle of 7 weeks (symbolic of 7 years) with ensuing desolation in the End Times. In the early 1960s, Lincoln Bloomfield prepared Study Memorandum No. 7 for Rhodes scholar Secretary of State Dean Rusk saying that "if the communist dynamic was greatly abated, the West might lose whatever incentive it has for world government." Applying this to the Middle East today, the strategy is "if the radical Muslim dynamic was greatly abated, Israel might lose whatever incentive it has for world government." Could this be why Israel is being prevented from crushing Hezbollah?

In the midst of the confrontations between Israel and radical Muslims (e.g., Hezbollah, Hamas, etc.), Javier Solana appeared, presenting himself to the Israelis as their friend. However, he was also quoted in the JERUSALEM POST (June 6, 2006) as remarking: "The EU continues to be the most important donor to the Palestinians....We will not let the Palestinians down." The Palestinians elected Hamas to lead their government.

Solana played an important part in negotiating a cease fire between Israel and Hezbollah, but I predict the cease fire will not last. Remember that 1Thessalonians 5:3 states: "For when they shall say, Peace and safety; then sudden destruction cometh upon them."

Solana's ambition is global, as he has also signed treaties with Argentina, Chile and Canada. The ultimate goal, as I have written many times before, is a World Socialist Government. And according to Constance Cumbey, many of Solana's planning sessions have occurred at the London School of Economics, which was founded by the Fabian Socialists.

Cumbey also said Solana has made clear his rejection of the concept "In God We Trust." Is this relevant to the fact that the WEU, which Solana heads, has 10 nations, and Revelation 17: 12-14 reveals that in the End Times, 10 kings will give their power and strength to the beast, who makes war against The Lamb of God, Jesus Christ?

This is followed by Revelation 17: 15, which explains that "the waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues." Is this relevant to the EU's choice of "Many Tongues, One Voice" as its slogan, which is displayed on a modern Tower of Babel (see pictures)? Javier Solana's office is in a building that looks like this. Also note the EU stamp shown here and its similarity to Revelation 17, which mentions a woman clothed round about, sitting on a beast on 7 mountains and many waters, and an angel!

I do not accuse Javier Solana of representing the beast of Revelation, and we may not be entering the 7-year period identified as being in the End Times. However, things which are occurring today and their resemblance to events foretold in Biblical prophecy should be of interest to everyone. And given what THE HOLY BIBLE says about those with whom we should not associate, why do groups such as The Carter Center (founded by Jimmy and Rosalynn Carter), Bill & Melinda Gates Foundation, United Nations Foundation, Character Education Partnership, and Center for Global Ethics all belong to the New Group of World Servers (see www.ngws.org/Groups.htm)? They probably don't realize the NGWS was formed in 1925 by Luciferian Alice Bailey.

Carlos Pascual is a Brookings vice president and director of Foreign Policy at Brookings. European Union foreign policy chief Javier Solana, who leads nuclear negotiations with Iran on behalf of major powers, said on Friday he hoped an Obama administration would be more engaged in the talks.

Democratic President-elect Barack Obama has made clear he plans a new approach to dealing with Iran and its nuclear program, including direct talks if needed, a break from the Republican Bush administration's usual isolation strategy.

Solana has been the main emissary for the six powers dealing with Iran's nuclear program.
They are the five permanent members of the U.N. Security Council -- France, Britain, Russia, China and the United States -- and Germany.

"We would like very much to see the United States more engaged," Solana told reporters in Washington when asked what he hoped from the incoming administration's Iran policy.

Solana said he also hoped the new administration would have a strong early focus on the Israeli-Palestinian peace process and on climate change and other key trans-Atlantic issues.

The Bush administration broke from its usual total isolation policy of Iran in July and sent senior diplomat Bill Burns to join nuclear talks with Iran.
But Secretary of State Condoleezza Rice made clear this was a one-off decision.

Solana said he hoped the United States would in the future take part "fully" in the so-called P5+1 efforts to get Iran to curb its nuclear program, which the West says is aimed at building a nuclear bomb and Tehran says is for generating electricity.
