I've just been reading a book, Notes from a big island by Bill Bryson (hes one of my fav's)
It's not a conspiracy book. He is a writer of amusing things and it was written in about 2000.
In one of his tales, he is running through a list of stupid situations regarding surveilance and mentions something called "active badge"
Basically, the active badge contains an IR chip that omits a signal every 15 seconds. Thus, any employers can track all movements of any employee including who they talk to and where they do it, even how long it takes to shit, to the nearest 15 seconds.

Now I thought that would be a very scary combination, especially in light of the new eu "if you dont agree with us, we can have you for thought crimes" situation.
So I searched RFID and IR together in google....and its already in use in patients. Thats scary!
