By 2014, U.S. stimulus $ will buy the government access to our own health records! "Medicare payment penalties" follow in 2015. Once this infrastructure is built.... From HHS.Gov/Recovery today:
Final State Health Information Exchange Awards
An additional $162 million has been awarded to help states facilitate secure electronic health information exchange. Now all states and eligible territories are part of the effort to improve and expand electronic health records systems.
The electronic exchange of health information is both a statutory requirement for meaningful use and a critical component for enabling care coordination and other improvements to quality and efficiency. States play a critical leadership role in facilitating the exchange capacity of doctors and hospitals in their jurisdictions. In addition, states have the ability to facilitate payment reforms to support adoption and meaningful use of Health IT, such as bundling payments across providers and geographic regions.
A4. How will states collaborate with other stakeholders? How will states work with the Federal government and private sector to advance Health Information Exchange (HIE) among health care providers?
Each group has an important role to play. States enabled by this cooperative agreement program will develop and implement a State Plan that will ensure that a comprehensive set of actions will result in widespread adoption of HIE before Medicare payment penalties begin in 2015. The Federal government will continue to advance interoperability and health information exchange through a variety of regulatory and programmatic activities. The private sector will play an important role in developing innovative solutions to appropriate and secure HIE among health care providers.
