Have you noticed that this device is very similar to a truck mounted heat beaming device (http://www.thewe.cc/thewei/_/images10/us_weapons/heatbeaming_weapon_us_military.jpe). I bet it's the same just scaled down and maybe tuned into another frequency. The most amazing thing that I've discovered is that all the official articles mention the "ray gun" as something completely new, even though we can find official articles about it dating years ago. I found this site (http://www.thewe.cc/contents/more/archive/sound_as_weapon.html#this_is_real) . It contains many articles and the oldest dates back into 2004, published by abc news. The article has a picture of a POLICE vehicle with a dish mounted on it. I guess that it is an early design of a heat beaming device.
I believe that by announcing old technologies as new, they are actually fooling us into believing that it has never been used, since it's new. This is one of the reasons why they repeat the popular science TV shows (probably the same for all official media) over and over again. Every time it's repeated you forget to look when it was filmed, you naturally assume that is really new. Because you also know if it was made, let's say, five years ago, we all should now know about it, especially if the technology is ground breaking.
I've seen a TV show on national geographic where they featured heat beaming device on a mounted truck. They presented the device as a future weapon, currently being tested. It was on Romanien NG in the late spring of 2007. And it will be rolling fo the next two to five years.
