"I heard somebody say, Where's Mandela?' Well, Mandela's dead because Saddam Hussein killed all the Mandelas," Bush, who has a reputation for verbal faux pas, said in a press conference in Washington on Thursday.

caused quite a drama here, tons of people thought mandela was really dead, his foundation had to release a statement saying he's fine lol.
Johannesburg - Former president Nelson Mandela is alive and well after comments on Iraq by US President George W Bush appear to have been misunderstood, the Nelson Mandela Foundation said on Friday.
"It appears that his statement has been misunderstood and we wish to assure everyone that Mr Mandela is alive and well and enjoying some rest and relaxation at his home in Johannesburg," said Achmat Dangor, chief executive of the foundation.
On Thursday Bush was quoted by Agence France Presse as saying: "I heard somebody say, 'Now where's Mandela?' Well, Mandela is dead. Because Saddam Hussein killed all the Mandelas."
The comments came during a media briefing.
Dangor, said, "We know that his statement was made in the context of the difficulty in finding Iraqis capable of resolving the conflict in their country."

there are no people in iraq like mandela because saddam tortured and killed them all - in other words there are no mandelas to bring iraq out of tyranny because they are all dead...

Yes, he MEANT to use it as a metaphor. But he outright said "Mendela's Dead!" and then went into the poorly phrased and structured metaphor, as he is stupid.
Basically, he's just still trying to convince people that Saddam was a terrible terrible tyrant - as if he hiimself is not. "Justifying" the War on Iraq on a daily basis, apparently.
However, I think the most interesting thing about this clip is how he keeps using the phrase "Central Government"
